Chemonics seeks technical specialists for the anticipated, five-year, $20.8 million dollar Evaluation, Research, and Communications (ERC) Task Order under the STARR IQC based in Washington, DC. The task order (TO) seeks to create, expand, and communicate the results of evidence-based knowledge around best land tenure and property rights practices to inform internal USAID and external USG program design and implementation. The task order involves five components: Evaluation, Research, Communication, Training, and Implementation of pilot activities. This DC-based task order offers an exciting opportunity to influence and be part of USAID's strategy in land tenure and property rights interventions. Positions may be either full-time billable or part-time billable, and will require short-term assignments to Missions to design new activities and implement small pilots. Land Tenure Specialist (Chief of Party)
Responsibilities include:
- Serve as Chief of Party (COP)
- Provide overall management of the Task Order
- Coordinate activities and logistics needed to accomplish activities under the research, communications, and training components
- Contribute to the development of the TO research agenda
- Ensure effective and compliant reporting and monitoring and evaluation of activities
Qualifications:
- Advanced degree in tenure-related field or appropriate social science required
- Minimum 10 years of relevant experience
- Detailed knowledge and understanding of pastoral/grazing issues
- Background in customary law environments and impact on land use in rural areas
- Extensive experience managing complex projects in land tenure
- Previous COP experience preferred
- Demonstrated leadership, versatility and integrity
- English fluency required
Agricultural Economist
Responsibilities include:
- Address land tenure challenges as related to food security and economic growth
- Collaborate on the development and implementation of a research agenda
- Collaborate on the development of communication materials
- Participate in trainings as needed
Qualifications:
- Advanced degree in agricultural economics or related field required
- Minimum seven years of relevant experience
- Experience in land tenure and property rights
- Familiarity with application of qualitative and quantitative methodologies for assessing project impact
- Ability to apply these methodologies to strengthen knowledge and awareness of interrelationships of tenure on food security strategies
- Knowledge of gender issues in agriculture highly desirable
- Demonstrated leadership, versatility and integrity
- English fluency required
Monitoring and Evaluation Specialist
Responsibilities include:
- Identify and track appropriate land tenure and property rights indicators for relevant program interventions
- Design and implement impact and performance evaluations under the task order
- Ensure compliance with USAID's Evaluation Policy
- Contribute to communications efforts
- Participate in trainings as needed
Qualifications:
- Advanced degree in economics or related field required
- Minimum five years of relevant experience
- Experience in quantitative analysis, research design, and sampling expertise
- Experience in development of M&E systems for land tenure projects
- Familiarity with application of qualitative and quantitative methodologies for assessing project impact
- Ability to apply these methodologies to strengthen knowledge and awareness of land tenure interventions
- Demonstrated leadership, versatility and integrity
- English fluency required
Gender Specialist
Responsibilities include:
- Ensure that gender concerns are integrated into all programming activities under the task order
- Ensure compliance with USAID's Gender Equality and Female Empowerment Policy
- Identify research agenda issues related to women's rights to land and other property assets
Qualifications:
- Advanced degree in gender studies, anthropology, economics, or other relevant social science required
- Minimum five years of relevant experience
- Demonstrated understanding of gender-specific knowledge and approaches to use and conservation of land and other natural resources
- Knowledge of gender issues in agriculture
- Experience incorporating gender issues in assessment, design, and evaluation of project activities
- Demonstrated leadership, versatility and integrity
- English fluency required
Climate Change and Tenure Specialist
Responsibilities include:
- Evaluate the impacts of REDD+ projects on tenure and property rights
- Contribute to communication efforts and training programs as needed
Qualifications:
- Advanced degree in environmental sciences, natural resources management, or related field required
- Minimum five years of relevant experience
- Experience articulating risks and best practices in addressing resource governance in response to climate change
- Experience proposing country relevant strategies for overcoming constraints
- Experience in land tenure and property rights or resource governance
- Detailed understanding of climate change adaptation and mitigation (REDD), natural resource management, forestry, carbon financing, or related fields
- Demonstrated leadership, versatility and integrity
- English fluency required
Public Communications Specialist
Responsibilities include:
- Provide overall management for the communications and training components of the task order, with the support of other key personnel
Qualifications:
- Advanced degree in public communications, marketing, or similar field requried
- Minimum five years of experience developing public awareness programs required
- Experience in communications related to land and natural resources required
- Extensive experience with web-based information systems, multi-media and videography is required
- Demonstrated leadership, versatility and integrity
- English fluency required
