ACDI/VOCA and its collaborating partners, including Project Concern International (PCI), are working to reduce food insecurity in three upazilas in the Khulna division. PROSHAR is applying a a long-term approach by leveraging opportunities in a number of value chains based on market analysis, strengthening health systems and empowering communities to prepare and respond to disasters. Additionally, by working with its collaborating partners and in a concentrated environment PROSHAR will achieve broad impact and demonstrate methodologies that can be scaled-up and replicated elsewhere in the country. This project will provide Title II distribution commodities, including vegetable oil, pulses and cereals to targeted beneficiaries under the Strategic Objective Two’s Prevention of Malnutrition for Two Approach (PM2A) interventions.
PROSHAR’s M&E system is an ongoing program management tool that enables implementers to analyze information and modify interventions on a timely basis. PROSHAR will prioritize information sharing through timely reporting and documenting of lessons learned and best practices, so that outcomes and impacts can be maximized. ACDI/VOCA is now seeking applications from qualified professionals for the position of M&E Director based in Dhaka. The incumbents will report to the Chief of Party.
PURPOSEThe Monitoring and Evaluation (M&E) Director will provide leadership in the PROSHAR’s M&E approach and strategy under its three program objectives in the Dhaka office, which will include management of staff/activities at headquarters in Dhaka, and field operations in Khulna Division. The M&E Director will provide strategic support to the Senior Management Team (SMT) to ensure that it has timely and precise information regarding project progress, and to assist Program Directors and their staff to optimally utilize monitoring data to inform shifts in activities or shifts in levels of effort to improve outcomes and impact. The Director will also identify competency gaps of both M&E staff within the partner NGOs and within PROSHAR direct staff to manage information flow, and will identify the necessary training/capacity building required to respond to these gaps.
ESSENTIAL DUTIES & RESPONSIBILITIES:• Provide leadership in the implementation of the PROSHAR M&E Plan and collection and reporting of data as required by the donor and management staff, including ensuring that the system is reporting on required disaggregated data, and gender sensitive indicators.
• Lead the development and maintenance of M&E operational manuals to ensure quality data collection and management for results
• Conduct gap analyses of workflow procedures for key M&E services; identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance quality and consistency.
• Maintain and improve program and service quality by examining compliance with required operating procedures, by monitoring the implementation of programs and services, and proposing solutions; and by collaborating with other members of management and staff to develop new programs and services, as well as new quality procedures, as required.
• Inform the Senior Management Team ( including CoP) on a monthly basis on progress against a subset of agreed upon target indicators, and make recommendations as needed to maximize achievement of outcomes and impact;
• Periodically review and update quality assurance procedures, and re-train staff on best practices.
• Prepare quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format, including quarterly reports, annual reports, and any other special reports requested by HQ or USAID.
• Participate in meetings on M&E, and with other relevant stakeholders to maintain awareness of industry best practices and emerging information;
• Be prepared to travel up to 40% of time in order to complete field travel to project sites, partner offices and PROSHAR Khulna office; and
• All other duties as requested by the Chief of Party.
REQUIRED:• Masters degree in related discipline (eg. Sociology, statistics) with at least 10 years of relevant experience working to achieve department/project goals and objectives;
• A minimum of 5 years in a senior management position managing direct reports to achieve monitoring and evaluation objectives.
• Prior experience with USAID projects, procedures, policies and reporting requirements.
• Demonstrated experience in critical analysis of project data and in using the results of this analysis to recommend key programmatic changes.
• Strong planning capabilities to support efficient and effective data collection related to baseline, mid-term and final evaluation surveys;
• Strong experience in program monitoring and evaluation, most specifically the demonstrated ability to analyses data to inform program improvements.
• Experience in managing quantitative and qualitative research and surveys by external teams to ensure organizational outcomes are achieved.
• Demonstrated experience in statistical analysis and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.), in addition to standard Microsoft packages (Excel, Word).
• Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy and team work skills.
• Fluency in English and Bangla required.
