Background
DACAAR is a non-governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 650 staff of whom 11 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management, Women’s Empowerment and Small Scale Enterprise Development.
Responsibilities: Building on the extensive experience over many years of DACAAR’s Programme, the NRM Adviser will support the continued development of natural resource management with a focus on project planning, design, implementation and monitoring and evaluation.
Specific Responsibilities: Programme (85%) • Provide programmatic advice to the Head of Programme on matters relating to Natural Resource Management. • Coordinate with other members of the Technical Advisory Group to maximize synergy between thematic areas. • Build capacity of the NRM Specialist and Agronomists in the areas of project planning, design, implementation and monitoring and evaluation, including technical components of proposal writing. • In coordination with the Age, Gender, Diversity & Women’s Empowerment (AGD&WE Adviser), build capacity of the WE Manager and staff in NRM activities related to Women’s Resource Centres. • Build capacity of the Quality Assurance Officer responsible for monitoring of NRM activities. • Together with the NRM Specialist, write technical papers on NRM and co-present these at workshops and conferences. • Support the Portfolio sub-department in establishing systems for NRM data collection and analysis and in writing the NRM component of proposals and reports. • Identify, develop and support new initiatives and technologies in NRM and conduct training for NRN Specialist and Agronomists. • Support the NRM Specialist in networking with other NGOs and Government departments and when representing DACAAR in external meetings, e.g. Food Security & Agriculture Cluster (FSAC), Ministry of Agriculture, Irrigation and Livestock (MAIL), etc.
Strategy & Policy (10%) • Contribute to development and implementation of DACAAR’s Programme Framework (2013-16) specifically in the thematic area of Natural Resource Management as well as ensuring synergies with the other thematic areas, namely: Water, Sanitation & Hygiene; Small Scale Enterprise Development; Women’s Empowerment; Capacity Development; and Knowledge Management. • Support development of a Position Paper on Natural Resources Management. • Liaise with the Grants Unit in fundraising for NRM focused funding opportunities. • Liaise with the Monitoring & Evaluation Unit on development of NRM indicators and impact monitoring. • Liaise with the Communications Unit on dissemination and publication of technical papers related to NRM.
Finance & Administration (3%) • Liaise with portfolio, grants and finance staff regarding budgets for NRM activities.
Human Resource (1%) • Support the recruitment of NRM staff.
Directorate (1%) • Provide strategic advice to the Director on matters relating to Natural Resource Management.
In addition to the above specific tasks and responsibilities, the NRM Adviser will undertake any other relevant thematic tasks assigned by the Head of Programme.
Education: University Degree in NRM or Agriculture
Experience: Three years
Other qualifications’ an advantage: • Previous international experience in South or Central Asia • Experience with implementation EC funded projects
Languages: English oral and written
