Lecturer/Researcher College of Public Administration


The College of Public Administration consists of 4 departments: Land Resource Management, Resources Environment & Urban-rural Planning, Public Administration, and Human Resources & Social Security. It offers 5 bachelor programs, 6 master programs, 4 doctoral programs, as well as one MPA program. Current enrolments stand at over 1,000 undergraduate and 680 postgraduate. There are about 80 faculty in the College.
Formerly named as Land Management College established in 1992, it was the first provider of doctoral education in Land Resource Management and housed the first Public Administration Postdoctoral Research Station in China. The Land Resource Management is rated as the National Key Discipline, and Public Administration as Provincial Key Discipline of Jiangsu.

The College of Food Science and Technology at NAU evolved from the Department of Agricultural Products and Manufacturing established in 1902 at the National Central University. Lecturer/Associate Professor/Full Professor College of Foreign Studies


The College of Foreign Studies at Nanjing Agricultural University acquired its name in 2001. It was developed from the Department of Foreign Languages in the College of Humanities and Social Sciences established in 1996. It offers programs in English and Japanese respectively, both at undergraduate and postgraduate levels, as well as a professional Master’s program in Translation. Besides, the College is responsible for providing language instructions – English as required in the curriculum - to all students other than English and Japanese majors, undergraduate up to PhD level. Other languages such as French, German, Russian, and Korean are also available.
It admitted its first cohort of undergraduates of English majors in 1993, followed by that of Japanese majors in 1996. It witnessed the first intake of postgraduates of Japanese and English in 2002 and 2004 respectively. Current enrolments in BA and MA programs add up to 800. There are altogether 87 faculty, including 28 professors and associate professors.
The college hosts three research institutes, namely, the Institute of Research on English Language and Culture, the Institute of Japanese Language and Culture, and the Institute of Contrastive Studies on Chinese and Foreign Languages. It is also home to the Provincial Lab Centre of Foreign Language Teaching. Teachers of CFS are encouraged to do research apart from teaching, in general linguistics, applied linguistics, literature, translation studies and other fields of the humanities and social sciences. In the past five years, they have undertaken six provincial and national research programs, published more than 300 research papers as well as over 40 academic monographs, textbooks, and dictionaries, and received six provincial and national awards; all of which leads the college among all institutions of higher agricultural educational in China.
The College welcomes interested candidates from home and abroad specialised in English or Japanese linguistics, literature, translation studies, and cultural studies.

University of Edinburgh Clinical Lectureships / PhD Fellowships


University of Edinburgh -Edinburgh Clinical Academic Training (ECAT) Programme

Applications to join the prestigious ECAT Programme in August 2013 are invited from medically qualified trainees in any clinical discipline from any centre in the UK who are determined to pursue a career in academic medicine.  All posts provide funding from the Wellcome Trust for a full-time, three year Research Training Fellowship leading to a PhD in one of the internationally competitive multidisciplinary research centres in Edinburgh. In order to maximise flexibility for individual trainees, two types of post are available: ECAT Clinical Lectureships and ECAT PhD Fellowships
In order to optimise selection of supervisors and planning of the PhD project (with the support of the ECAT Directors and an academic mentor from your clinical discipline), in both cases the University of Edinburgh and South East Scotland Postgraduate Deanery will provide funding for a preparatory period before beginning the three-year PhD project. 
ECAT Clinical Lectureships 
A three year, full-time PhD with an introductory year of clinical and part-time research training.  On completion of the PhD, candidates who wish to continue clinical training in South East Scotland will be offered a post-doctoral Clinical Lectureship that provides parallel research and clinical training to CCT.  Progression through the scheme is subject to satisfactory performance but does not involve competitive interviews after initial appointment. 
ECAT PhD Fellowships 
A three year, full-time PhD with a three month out-of-programme preparatory research experience period before commencing the PhD. 
Candidates for ECAT Clinical Lecturer posts must hold or obtain a specialty training position (including NTN) in their chosen discipline in the UK no later than August 2013 (candidates who have yet to hear the outcome of their application for speciality training in 2013 will be considered).  Candidates for PhD Fellowship posts need not hold a specialty training position in their chosen discipline in the UK.  Candidates who have already undertaken a period of full-time research leading to a doctoral degree will not be considered eligible. 
The ECAT programme is now in its fifth year and has recruited 26 trainees from all around the UK, representing 17 clinical disciplines. Appointees have selected PhD projects in 14 different research centres.  Further information is available at www.ecat.ed.ac.uk

The COST Office, located in Brussels, is provided by the European Science Foundation (ESF) – the implementing agent for COST, through a Grant agreement with the European Commission. Position responsibilities:

Duties include:

Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the international political process to address climate change. The UNFCCC secretariat supports the Convention and its Kyoto Protocol through a wide range of activities, including substantive and organizational support to meetings of the Parties and to the implementation institutions and processes under the Convention and its Kyoto Protocol, and support to Parties in the continuing evolution and strengthening of the multilateral climate change regime. 

The secretariat’s Communications and Outreach (CO) programme is responsible for external communications, media relations, on-line public information and outreach to stakeholders in support of the UNFCCC and the Kyoto Protocol. The programme leads the public advocacy work of the Climate Change Secretariat and the strategic high level engagement of stakeholders involved in the development of climate change policies.

Responsibilities

The Communication and Outreach (CO) programme Coordinator works closely with and reports directly to the Executive Secretary. The programme Coordinator will lead a newly restructured programme and reorient the work of the programme in new directions. The incumbent will be accountable for developing and implementing a new strategic vision for the secretariat’s communications and outreach activities, for better integrating communications across the secretariat, and for building the new programme team. S/he is an integral part of the secretariat’s senior Management Team and contributes to the overall management of the secretariat through membership in various other managerial groups.

The key accountabilities of the Coordinator include: 

I. Strategic vision and policy advice.

Developing, directing and delivering the secretariat-wide external communications strategy to enhance public and stakeholder support for the UNFCCC and its Kyoto Protocol and their institutions and market-based mechanisms, to catalyse enhanced action on climate change by all stakeholders; and to position and market the UNFCCC as the global forum to set international climate change policies and agree on action. In addition, the Coordinator provides strategic oversight to communications-related activities of other programmes and plays a leading role in inter-agency communications efforts on climate change by overseeing and contributing to the development of the core substantive messages and how these are best deployed alongside the messages and communications strategies of the Secretary-General and the main UN partner organizations.

II. Programme leadership and management (including resource mobilization) 
Leading the Communication and Outreach programme and its staff in implementing its programme of work, fostering staff motivation, creativity and innovative thinking, and ensuring timely implementation and a respectful work environment. In addition, the Coordinator manages the program budget and is accountable for developing and implementing strategies for medium and long term fund raising for communication and outreach projects.

III. Advocacy and senior representation

Building coalitions and partnerships with external stakeholders to foster efforts to address climate change, developing strategic relationships with media and acting as media coordinator for climate change conferences and meetings by overseeing media and broadcasting facilities and services; and guiding the media operations at sessions. In addition, the Coordinator represents the Executive Secretary and the secretariat in negotiations and consultations with host government officials on media relations, media services, TV and radio broadcasting facilities as well as online webcasting for sessions.

Essential Requirements:

Educational background: An advanced university degree, or equivalent, preferably in Journalism, Communications, Public or International Relations. A combination of a university degree plus substantial professional experience in the field may be accepted in lieu of an advanced degree in the relevant discipline.

Experience: At least 12 years of progressively responsible experience in strategic communications, public information, or media, including management, in large multicultural institutions. Familiarity with the climate change environment, sustainable development and carbon market issues as well as UN administrative practices would be an asset.

Languages: Fluency in English (both written and oral) essential. Working knowledge of another UN official language desirable.

Job-related skills: Strategic and management-level writing skills; ability to draft compelling content for external or internal dissemination; resource mobilization skills desirable; to build partnerships, and develop networks, with other organizations and with governmental and civil society actors

Project Director I-MP Health Sector Reforms Program in Bhopal India

Position Description:
 
FHI 360 started its operations in India in the mid-90s and positioned itself as a technical assistance agency in the area of health particularly HIV and AIDS, reproductive health/family planning (RH/FP) and health systems strengthening (HSS). Through research, technical assistance and service delivery, FHI 360 builds on scientific knowledge and evidence, as well as human and institutional capacities of local NGOs and Government at the national and state levels. In July 2011, globally, FHI acquired programs, expertise and assets of Academy for Educational Development (AED), building on its strategic approach to reach beyond health and embrace broader sectors of development. FHI 360 represents the broader and the more diversified organization as a result of this merger.
FHI 360 Consortium has been selected by DFID to support a Technical and Management Support Team (TAST) in Madhya Pradesh under the Madhya Pradesh Health Systems Reforms Project (MPHSRP). The current funding is for three years starting 1 April 2012 until 31 March 2015. This position will be based in Bhopal and will work closely with the different departments of the GoMP to support them in achieving ambitious results across Health, Nutrition and WASH sectors.
As a Project Director, this position ensures high quality Technical Assistance is provided to the Government of Madhya Pradesh (GoMP) against all the committed work plans that are approved by Department for International Development (DFID), UK and the GoMP. This position provides overall technical and operational leadership to the Madhya Pradesh Health Sector Reforms Program and works in close coordination with senior government officials from the departments of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) .
 
The India Project Director I-MP Health Sector Reforms Program will:
  • Provide strategic leadership and manage the day-to-day operations of the Madhya Pradesh Health Sector Reforms Program, including consortium management and managing partnerships with GoMP, DFID and all key sub-grantees including consortium partnerships and technical advisory members and senior consultants.
  • Lead in providing oversight, technical direction, and implementation of strategies and interventions for maternal and child health (MCH), Family Planning (FP), Malaria, Nutrition, Human Resource (HR), Public Finance and on Governance issues.
  • Provide supervision and technical support for assigned technical specialists within TAST, which requires delegation of responsibilities and assignments, performance monitoring and evaluation as well as jointly coordinating activities for the development and management of new reform activities.
  • Provide leadership in coordination with the other domain specialists and highest level of government partners from the department of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) in finalizing work plans, timelines, and deliverables.
  • Guide and supervise the Program Management Specialist in the implementation of technical assistance for community-based pilots and approaches to improve MCH, Nutrition and WASH outcomes in the identified 10 underserved districts.
  • Lead on the efforts to strengthen convergence of MCH, Nutrition and WASH activities between DH&FW, DWCD, RD and PHED at all levels of service delivery.
  • Work closely with the Mission Director, NRHM in keeping abreast of the developments in the health sector and suggest appropriate reforms keeping the social, economical and political situation of the state in view.
  • Identify and support the Technical Specialists to develop Terms of Reference (ToR) for technical inputs that cannot be provided by core staff or the internal resource pool and ensure quality outputs.
  • Accountable for ensuring timely delivery of all the key results committed to the GoMP and DFID under the MPHSRP.
  • Ensure timely submission of monthly, quarterly progress reports, semi-annual reports and others to DFID and GoMP.
  • Represent TAST in relevant meetings that have bearing on the MPHSRP.
  • Identify and establish linkages to foster a network of research and academic institutions, NGOs, and international organizations to expand knowledge base as appropriate.
  • Perform other related duties as assigned by the Supervisor/HSS Advisor and Country Director.
 
Minimal Requirements:
 
Bachelor’s degree or its international equivalent in Public Health, Community Medicine or a Master of Science in international health or related field. Masters degree preferred. Minimum of 8+ years of work experience in public health programming and policy and 5-7 years in a management and supervisory position. Ability to travel within country or region and internationally if needed.
Dynamic, self-motivated and committed to the welfare of disadvantaged populations.
  • Prior experience working on projects that included responsibility for technical assistance to government for scaled-up, evidence based, results oriented programming.
  • Prior experience of leading large consortiums preferred. 
  • Ability to lead, supervise and mentor multi-disciplinary and multi-functional team and with partners especially with government departments and senior officials.
  • Ability to draw upon high-end international and national technical and management resource and expertize based on emerging requirements of technical assistance.

Regional Technical Manager in India

Position Description:
To be responsible for ongoing reporting to the Regional Manager and the Portfolio Manager and for the technical monitoring of the Girls’ Education Challenge projects in their regions. To work closely with the in-country monitoring teams and the education monitors specifically.
The Regional Technical Manager will:
  • Co-ordinate the Country Education Monitors covering the countries their region;
  • Provide review, oversight and quality assurance of work carried out by the in-Country Education Monitors;
  • On an ongoing basis, to flag the progress of projects and respond to all questions related to the technical performance of the funded projects that might be received from the Portfolio Manager;
  • Consolidate the lessons learned from all projects in their region;
  • Facilitate Peer to Peer learning between projects in their region;
  • Respond to requests for information and provide feedback on technical issues raised by the Recipients; through the Country Education Monitors;
  • Be the main liaison point with the DFID education advisors in their country and any other country in their region if needed;
  • Keep the relevant Regional Manager and the Portfolio Manager informed of project progress through regular monthly, in particular if there are any concerns or risks to projects proceeding as planned;
  • Coordinate regional networking amongst their portfolio of projects to share lessons learned and best practices;
  • Review the performance of the in-country education and financial monitors;
  • Deal with country specific issues such as interactions with government agencies, as required.
  • Work closely with GEC regional manager to develop regional-level work plans.
  • Work closely with the GEC regional manager to arrange for and provide training (when required) to the national-level NGOs and organizations in quarterly report writing and reporting of progress as per the GEC format.
  • Communicate remotely and in person with the implementing projects to discuss progress, challenges, areas or topics of uncertainty, and reporting;
  • Serve as the primary point of contact for technical matters for the organizations implementing projects
  • Conduct project site visits on a regular basis
  • Work closely with GEC UK based education expert and technical team to ensure the UK is informed of project progress and any education related issues that require escalation.
  • Collaborate with DFID and PwC education advisors to identify projects that require internal evaluations or reviews, in addition to, but particularly for the projects that the Evaluation Manager will not assess, to identify and resolve issues prior to the external evaluations that will assess the overall performance of the GEC.
  • Operate on a schedule determined with the recipient with frequency adjusted depending on programmatic complexity, performance and levels of risk;
  • Provide an extra perspective in cases where progress is not as expected, where bottlenecks arise requiring a local solution, in case of disputes and to detect and rectify, at an early stage, any deviation from agreed work-plans, indicators and budgets; and
  • Help identify further sources of information, support or training;
  • Liaise, as appropriate, with DFID country offices on all technical matters related to GEC;
  • Undertake any other reasonable duties as may be requested from time to time.
Minimal Requirements:
  • An advanced university degree in international development or education;
  • At least 15 years experience of working in the education sector;
  • Experience and knowledge of development partners in general and of the education sector in particular in selected country;
  • In depth knowledge of the broader education systems in selected country;
  • In depth knowledge of the country and its different communities;
  • Experience of working on education programmes which have supported/targeted girls;
