Job Purpose
The Programming Coordinator will be responsible for identifying and securing funding and resource opportunities to support Hagar’s work with extremely disadvantaged women and children in Vietnam.
 
Duties and Responsibilities
After three years of operations, Hagar Vietnam has created a dynamic, results-driven, and marketable program that serves the most vulnerable women and children in Vietnam. At its current capacity, Hagar Vietnam is seeking an experienced and enthusiastic individual to fill the position of Programming Coordinator, whose main purpose is to drive continued success of the organization’s programs through the following responsibilities:
 
 
Identifying new funding opportunities and increasing in-country and international exposure to Hagar Vietnam’s work:
Participate in financial forecasting at the project and organisational level to determine necessary funding and resource requirements
Identify and proactively pursue grant and fundraising opportunities;
Prepare grant applications, concept notes and proposals;
Build a solid donor base representing the local and international community with a view to expanding Hagar’s services to disadvantaged women and children;
Establish formal and informal networks with government and non-government partners;
Build strategic and lasting partnerships with investors, donors, private sector partners, embassies, INGOs and local NGOs;
Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements.
 
Maintaining and strengthening relationships with Hagar’s five Support Offices worldwide:
Provide quality, timely, and relevant updates to SOs of Hagar Vietnam program operations each month;
Interface with SO and Hagar International (HI) staff to ensure that funding and programming priorities are communicated on a global scale;
Ensure productive and authentic relationships with relevant SO and HI staff through reliable and thoughtful communication;
 
Ensuring transparency of Hagar’s work through quality M&E systems:
Identify new M&E strategies and frameworks to support the shifting and growing programmatic needs of a young organization;
Ensure existing program outcomes and outputs follow the framework of Hagar’s Spheres of Change and are measured through qualitative and quantitative data and reporting structures;
Update existing M&E reports, as defined by Hagar Vietnam’s strategic framework and annual operational plans.
 
Reporting on Hagar Vietnam activities through financial and narrative reports:
Manage effective tracking of grant income, ensuring that all allocated finances are collected and acquitted in a timely manner;
Disseminate savvy monthly financial reports to SOs and HI to ensure that Hagar Vietnam’s financial progress is communicated regularly;
Update and disseminate narrative reports that reflect Hagar Vietnam program activities on a monthly, quarterly and annual basis.
 
Ensuring transparency and accountability of donor funds through liaising with finance and program staff:
Ensure due diligence in the delivery of project activities and budget spending;
Advise management and staff on user-friendly financial management systems, tools and procedures for the successful delivery of projects within budget;
Guide management on contract negotiations, grant cashflow requirements, cost recovery requirements and potential funding gaps;
Support and participate in internal and external audit requirements;
Prepare and review high quality financial and narrative reports relating to grants and donations
 
Branding, communications and hosting donor and stakeholder visits:
Strategically host stakeholders visiting Hagar Vietnam program operations to maximize ROI opportunities for the organization;
Ensure positive and safe interactions between staff, clients and stakeholders.
Collect and disseminate client stories on a monthly basis for communications purposes
Work closely with Hagar International communications, marketing and social media team to increase exposure of Hagar Vietnam’s programs to potential supporters
Ensure that in-country communcations, marketing materials and correspondance abide by Hagar International branding guidelines
 
 
Selection Criteria – Essential
A minimum of a Bachelor’s degree in International Development or a related field;
A minimum of five years’ industry experience in fundraising, grant management or financial management in an INGO;
Demonstrated success in securing grants and funds and managing bilateral/multilateral grants and contracts;
Demonstrated project management skills (including skills in time management and task prioritisation);
Excellent verbal and written communication skills and demonstrated success in writing proposals and grant applications;
Experience in managing programs that have resulted in an increased acquisition of funds;
Excellent Microsoft Office skills including practical experience in using accounting software for financial management purposes and databases for donor management;
Proven experience in working with project staff and advising them on grant management and compliance matters;
Demonstrated ability to produce financial estimates and reports to a high level of accuracy and professional presentation; and
Demonstrated success in building effective networks and relationships that engage donors, governments, and other stakeholders to support project objectives.
Demonstrated cultural sensitivity and working experience in South East Asia
 
Selection Criteria - Desired
Relevant postgraduate qualifications at a Masters’ level;
Experience providing training and building the capacity of local personnel
Self motivated and able to work with limited supervision; and
Ability and willingness to work under pressure as part of a professional team.
