Monitoring & Evaluation Officer


Advance Family Planning (AFP) is an evidence-based advocacy initiative that aims to increase resources and political commitment for quality family planning programs, contributing to the achievement of the vision of the July 2012 London Summit on Family Planning. AFP is supported by the Bill & Melinda Gates and David and Lucile Packard Foundations. A five-year extension and expansion of AFP has been funded by the Bill & Melinda Gates Foundation, the David and Lucile Packard Foundation, and the William and Flora Hewlett Foundation. The AFP Consortium is led by The Bill and Melinda Gates Institute for Population and Reproductive Health, Johns Hopkins Bloomberg School of Public Health (Gates Institute). AFP’s goal is to improve access to and use of family planning services, information, and supplies by increasing funds, decreasing policy barriers, and increasing the importance of family planning among policymakers at global, regional, national, and sub-national levels. It builds on past investments and ongoing activities in reproductive health advocacy, skills development, knowledge generation, and innovative service delivery. AFP’s success depends on effectively working with family planning providers, advocates, and international donors and agencies, such as USAID, DFID, and UNFPA. AFP seeks a Monitoring and Evaluation (M&E) Officer who will be responsible for oversight of all reporting systems, tracking and analyses of relevant data, measurement of progress against indicators of effectiveness, presentation of results and lessons learned, and refinement of the AFP approach to evaluation.
The position will support AFP advocacy activities with technical, programmatic, and administrative assistance throughout the five-year project. The M&E Officer will serve as a liaison between AFP partners located throughout Africa and Asia to the Baltimore head office, and will provide technical input (writing, editing, and training), and coordination of M&E activities and reporting.
This position will include Francophone Africa in its portfolio and therefore program experience within the region, as well as strong French language skills, are desirable.
Specific responsibilities include the following:
Provide technical assistance to field offices and programs, both in-country and from Baltimore, including the development of country strategies and work plans with aligned M&E plans.
• Follow-up on monitoring and evaluation reporting, case studies development, and other report creation to occur on a regularly scheduled basis.
• Provide training in the Spitfire Strategies Smart Chart™ and AFP’s Results Cascade monitoring plan.
• Coordinate technical/advocacy trainings between in-country staff with Baltimore.
• Write, edit, facilitate, or assist with case studies and advocacy related briefing materials Program Coordination.
• Liaise with local partners to maintain effective partnerships and a seamless continuation of reporting activities.
• Maintain frequent, open, ongoing communication with each assigned partner country office.
• Travel internationally to provide technical assistance in areas of needed expertise.
• Build and maintain professional relationships with colleagues at other implementing agencies as well as representatives and staff of donor organizations, including the Global Fund, USAID, DfID and other public and private sector donors.
Program Management
Manage and participate in all areas of project reporting including annual reports to foundations,
• Coordinate with Baltimore HQ staff in providing updated materials on in-country advocacy case studies/best practices/etc. to be uploaded on project website.
• Build and maintain professional relationships with colleagues at other implementing agencies as well as representatives and staff of donor organizations, including the Global Fund, USAID, DfID, and other public and private sector donors,
• Attend and present on AFP M&E activities at various stakeholder meetings.
Qualifications: Master's degree (MPH, MHS or related field required). Five years related experience required. Demonstrated experience in monitoring and evaluation of health advocacy projects. Program experience within Francophone Africa, as well as strong French language skills highly desirable. Strong data analysis and comprehensive computer skills, especially with PowerPoint are required. Solid professional experience in managing an international program/project portfolio required. Ability to translate research into policy and advocacy materials. Demonstrated international experience with familiarity with protocol and social conventions required to be effective in an international setting. Frequent travel to Africa and Asia.
