Chief of Party, Strengthening Transparency and Governance (STAGE) Ulaanbaatar, Mongolia

Background:
Chief of Party (COP) level position on a two and one half year USAID-funded Democracy and Governance program entitled, Strengthening Transparency and Governance (STAGE) in Mongolia.   The program is comprised of two components that focus on strengthening good governance to reduce opportunities for corruption and administrative law reform.  The program is currently underway and has just completed its first quarter of implementation.

Position Description:
Under The Asia  Foundation two and one half year USAID-funded Democracy and Governance program entitled, Strengthening Transparency and Governance (STAGE) in Mongolia Program. The Program is comprised of two components that focus on strengthening good governance to reduce opportunities for corruption and administrative law reform. The Program is currently underway and has just completed its first quarter of implementation.

Responsibilities and Duties:
The Chief of Party  / Program Director will be will be responsible for the overall management of the Program’s two technical components, including technical oversight, administration, fiscal management, and grants management to assure quality, impact, and cost effectiveness.  Responsibilities include: development effective implementation of annual workplans; monitoring and evaluating program activities in line with the program’s already developed performance monitoring plan to ensure program goals are met; management and supervision of program staff; overseeing finance and grants management; maintaining cooperative relationships with national and local  counterparts; coordinating and reporting to the donor; and ensuring coordination with similar programs and developing overall governance programs for The Asia  Foundation’s Mongolia Office.

REQUIREMENTS:

Experience
•The COP/Program Director must have at least seven to ten years of work experience of demonstrated relevant field experience on issues related to governance, transparency, anti-corruption and/or administrative law reform issues preferably three years of experience in a developing country. The COP/Program Director must also have experience building organizational capacity and programming activities related to democracy, governance, rule of law, and civil society strengthening.

•Experience developing and managing complex projects, working with government and donor communities, managing stakeholder relationships, managing large development aid programs and budgets, building collaborative relationships in a complex development environment, and excellent communications skills are required. A relevant degree preferably in political sciences, law, development or any other relevant field at the graduate-level degree is required.

•Relevant field and management experience, expertise in functional areas, and experience in/knowledge of East and Central Asia, preferably Mongolia, are required.  Sensitivity to gender issues and experience with or knowledge of local cultural is required. Experience working on US Government-funded projects is a prerequisite.

Education
•A degree in political sciences or law or any other relevant discipline is required.

Skills
•Excellent management, coordination and organizational skills within a multi-cultural work environment are required. Ability to manage several tasks simultaneously and to work effectively. The COP/Program Director must be a self-starter who is creative and takes initiative. Excellent written and oral communication skills are required, and the ability to communicate effectively in English and presentation and reporting skills are essential.
