Chemonics seeks a project engineer for the USAID/OTI-funded Haiti Recovery Initiative II in Cap Haitien and Port-au-Prince. The program strives to promote economic growth and stability throughout Haiti in infrastructure and energy; food and economic security; health and other basic services; and governance and rule of law. In its final year, the program will focus on community-led stabilization initiatives in key areas. The project engineer will assist in supervising and overseeing a large range of small-and large-scale infrastructure projects in the context of community stabilization and enabling the government of Haiti to function. The project engineer will be based in Cap Haitien with travel to Port-au-Prince as necessary. The assignment is expected to begin in December 2013 and will continue through May 31, 2013. Responsibilities include:
- Design and implement infrastructure projects, including rehabilitation of government of Haiti infrastructure, road rehabilitation, and community infrastructure for urban renewal, markets, and water points
- Collaborate with program teams to review construction specifications and plans, write technical scopes of work, review proposals, provide input, and oversee construction subcontracts
- Provide technical direction to program staff for grants and other activities with infrastructure components
- Prepare cost estimates, schedules, and technical scopes of work for proposed projects
- Review proposals for construction projects and make technical recommendations for award
- Ensure construction subcontractors adhere to established work plans and submit deliverables on time and in accordance with technical requirements
- Ensure that infrastructure and rehabilitation activities conform to required engineering designs and standards as well as overall quality standards
- Verify that subcontractors obtain and maintain all required permits
- Conduct site visits to monitor construction projects in Cap Haitien
- Prepare meeting notes and field inspection reports
- Participate in meetings with grantees, partners, and representatives of OTI, as required
Qualifications:
- Bachelor's degree in civil or structural engineering
- Five years of progressively responsible experience in construction management and supervision of new projects or complex rehabilitation projects
- Experience with USAID- or donor-funded projects preferred
- Ability to multitask and work in a dynamic environment
- Experience working in complex and challenging field operations in unstable developing countries preferred
- Experience working in Haiti or in similar environments and on rapid transition programs in insecure environments desirable
- Knowledge of and experience working with AutoCAD and scheduling software preferred
- Experience using mobile GPS units to locate activity intervention areas
- Strong Microsoft Office (Word, Excel, Schedule, Access) skills
- Ability to work outdoors in various weather conditions for prolonged periods
- Good verbal and written communication skills
- Excellent interpersonal skills and ability to manage diverse professional relationships
- Demonstrated leadership, versatility, and integrity
- Fluent English required; Proficient French, Haitian Creole, or both preferred
