Summary
Hagar Vietnam’s office opened its doors 2009 and has adapted Hagar’s innovative and holistic programs to meet the needs of Vietnamese survivors of abuse and exploitation. After 3 years of operations in Hanoi, the country director will lead the strategic expansion of Hagar’s programs in Vietnam, ensuring the delivery of quality programs and increasing the reach to other target groups and locations throughout the country.   Current staffing: 12 staff, 4 volunteers
 
Duties and Responsibilities
Develop and strengthen partnerships/relationships
·         Cultivate and strengthen relationships with local government and program-related partners.
·         Cultivate and strengthen relationships with current and potential donors in Vietnam.
·         Cultivate and strengthen private sector partnerships with Joma Bakery Café and other businesses.
·         Maintain regular correspondence with Hagar International and other country offices.
 
Strategy development and implementation
·         Oversee the design and implementation of the country strategy, annual operating plans and budgets.
·         Lead expansion of programs to serve an increased number of clients, new target groups and locations in Vietnam.
·         Ensure that strategies and programs are in alignment with Hagar International’s global approach and priorities.
 
Ensure high quality technical programming
·         Ensure that ‘Spheres of Change’ are the guiding framework for all of Hagar Vietnam’s current and future programs, ensuring the highest standards of long term, holistic and individualized care possible.
·         Lead participatory process of program/project design and annual planning among HV staff and partners.
·         Foster an environment of continuous learning and growth through regular reflection and documentation of lessons learned.
·         Oversee the design and implementation of both Hagar’s DM&E and client management systems in Vietnam.
·         Making key decisions/solving problems while ensuring operational and program integrity.
·         Provide support and guidance in crisis situations (oftentimes related to client care).
·         Ensure protection and safety of Hagar staff and clients through training and development of safety protocols.
 
Legal, financial, and administrative accountability
·         Legal accountability:
o    Representing Hagar International to the local government, ensuring Hagar’s continued registration, good standing, and adherence to local laws, policies and reporting requirements of the government.
o    Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements.
 
·         Financial accountability:
o    Maintain financial control, procedures, and records, according the accountability standards of Hagar International, government authorities and other partners.
o    Provide timely and accurate financial reports to Hagar International and as required by various donors.
o    Oversee the transition and implementation of a new global financial system in FY2013 for Vietnam.
o    Promote effective financial administration within the organisation through coaching and cooperation with the managers and team leaders as appropriate.
o    Ensure the cost-effective and transparent use of Hagar resources.
 
·         Administrative accountability:
o    Ensure quality file management through shared drive and protection and back up of data.
o    Produce monthly narrative and financial reports and provide to Hagar International.
o    Comply with marketing, branding, communications and reporting standards of Hagar International.
 
Human resource management
·         Oversee the management and development of human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Hagar’s core values are practiced.
·         Fostering community of learning, teamwork and continuous personal and professional development for staff through, e.g. staff baseline, mid-year coaching and annual 360 degree feedback, annual team retreat.
·         Commitment to the capacity development of local professionals. Utilize expatriate staff only for senior positions and in cases where the local capacity is not available.
·         Model and encourage staff well-being and work/life balance. Many local and international staff working in this field are prone to burn-out.
 
Fundraising and donor management
·         Secure suitable funding and resources to support Hagar Vietnam’s annual operational requirements.
·         Oversee the design and implementation of a strategy to identify and secure suitable sources of funding and resources to support Hagar’s evolving work in Vietnam, including the recruitment of a program development officer to assist in these efforts.
·         Participate in financial forecasting at the project and organisational level to determine necessary funding and resource requirements.
·         Build strategic and lasting partnerships with investors, donors and private sector partners
·         Establish and implement transparent budget monitoring systems and uphold the highest level of transparency and accountability with donors.
·         Ensure the effective integration of Hagar’s global donor management software, Salesforce, to Vietnam in late 2012 (or as the system becomes available)
 
Challenges
·         Working in the Vietnam context can at times be sensitive and very challenging. This position requires knowledge and experience of the context, strong cultural and political sensitivity as well as patience. 
·         Developing and fostering relationships with government and local partnerships can be time-consuming and complicated.
·         There are minimal security risks in working with trafficking and domestic violence survivors.
·         This position requires good time and stress management. Working with issues related to trafficking and domestic violence can often lead to high stress and burn out.
·         With a small and expanding team, there are some overlapping responsibilities that can at times lead to stress and confusion. This position requires excellent communication, team work and organizational skills to work effectively with other team members.
·         The program needs to build its grant base with government and institutional donors. This requires prior experience in building the right relationships and acquiring grants.

The right candidate for Country Director will be:

Qualifications
·         Required Masters level degree in management, international development or a field of study related to the program scope of work (or equivalent years of experience).
·         Required demonstrated capabilities in institutional capacity building, high level strategic visioning and leadership and experience working effectively with civil society, local, regional and central-level government authorities.
·         Demonstrated cross-cultural leadership and management experience, with strong preference in Southeast Asia, China or Vietnam.
·         Required fluency in English and strong communication skills.
·         Preferable knowledge of Vietnamese, or a willingness to learn it.
·         Excellent communication skills, and proven experience in negotiation and conflict resolution.
·         Experience in managing crisis situations requiring clear thinking, sound decision making and rapid response.
·         Demonstrated capacity to create and/or maintain systems and procedures for managing programs with multiple implementation sites, partners and beneficiaries
·         Experience building and growing an organization, hard-working with staff and partners through the necessary changes required of growth.
·         Demonstrated experience in networking for grant acquisition from government, multi-lateral and institutional donors.

A remuneration package reflecting the level of skills and experience that will be brought to the position will be negotiated with the successful candidate.
