Mobilization Manager – Jordan


Position Mobilization Manager – Jordan (consultancy)
Location Amman, Jordan
About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Mobilization Manager for RI’s programming in Jordan.
Duration: Up to 42 days (2 consecutive months)
Reports to: RI HQ Regional Director
Position Summary:
The Mobilization Manager is responsible for start-up and overall program management, supervision, administration and implementation of up to three projects (WASH, Education and Child Protection) funded by UNICEF.
ESSENTIAL RESPONSIBILITIES AND DUTIES: This list is an indicative rather than final list of the responsibilities of the consultancy. A specific scope of work for the consultancy will be developed in coordination between the RI team and the consultant.
  1. Collaborate with RI headquarters to establish and then implement a firm task list of essential operational and program support tasks that when completed will provide RI the appropriate platform in Jordan to launch and implement the projects. The task list will be established with timelines and criteria per task for reference between the Mobilization Manager and RI. This will include tasks for the Mobilization Manager to institute via RI resources and in collaboration with RI headquarters and regional staff: • Staffing up key national team positions per the budgets and staffing plan, advising and course correcting where needed in consultation with RI • Ensuring training national staff in RI procedures and processes • Procurement of essential equipment and supplies for RI facilities • Procurement of essential facility space within RI procedures • Initiation and monitoring of program implementation • Coordination of essential safety and security measures for RI facilities and operations within RI and UNICEF protocol. • Coordination with RI HQ to support any later-deployed RI Senior Staff integration into the RI Jordan operation • Report to RI HQ any matter of concern with regard to tasks or operational start-up
  2. Collaborate with the Senior Program Director and Senior Program Officer to establish protocol for representing RI to UNICEF and key stakeholders in Jordan. The protocol will establish key interests for RI in the UNICEF projects start-up and implementation that the Mobilization Manager will advance and advocate for on behalf of RI. This will include: • Representing RI at key stakeholder meetings • Presenting meeting and donor communications to RI HQ with analysis and recommendations • Preparing verbal and written responses and materials on behalf of RI’s interests to major key stakeholders (with vetting by RI HQ) • Ensuring documentation of project coordination with key stakeholders in weekly reports to RI HQ for review and consultation to drive action plans.
  3. Collaborate with the RI HQ Senior Program Director and Program Officer, and as well as Jordan Program staff to lead the preparation of a draft comprehensive M&E Operational Plan according to the deliverables RI is accountable for in the UNICEF contracts. The plan will follow standard UNICEF and RI guidelines and include specific M&E expectations for format or content stipulated in the RI-UNICEF contract. At minimum this would include:
    • Context Statement • Contribution to Objectives – list of indicators represented by the RI projects; • Revised logframe (as per 1, above) • Baseline details table (as per 2, above) • M&E Operational Plan, including purpose and scope; approach; management information system and reporting; work plan; institutional requirements; M&E budget.
  4. Collaborate with the RI headquarters and Jordan Finance staff to maintain oversight of all financial activities: • Overall responsibility for the management of all funds in country within approved financial guidelines. • Oversee all budget preparations and ensure that all country program expenditure is implemented within appropriate budgets • Oversee efficient donor reporting schedules, including expenditure projections. • Establish and/or maintain RI field accounting systems, in line with the Field Accounting Manual. • Oversee the completion and return to HQ of monthly field accounts and request for funds (RFF) within agreed deadlines. • Manage all cash expenditures. • Review and approve all transactions to ensure compliance with grant requirements. • Help coordinate preparation, review, and submission of budgets for project proposals.
QUALIFICATIONS &REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. • Strong verbal and written skills as well as ability to multi-task effectively • Proven experience in rapid project mobilization • Previous experience in Jordan desirable. • Higher education degree from an accredited institution of higher education in a relevant field of study • Minimum of 10 years of field program management experience including at least 5 years of senior management experience • Experience in the WASH, Education and/or Child Protection sectors, or other emergency response • Proficiency in English (written and oral) is required. Arabic is a plus • Outstanding interpersonal skills, particularly when dealing with national staff and multi-cultural teams. • Solid programmatic, financial, and organizational planning skill. • Proven initiative and resourcefulness. • Knowledge of UNICEF contracts and procedures • Demonstrated record in collaborating with local governments, rural communities, other NGOs, and United Nations organizations. Payment: Rate will be commensurate with experience and qualifications.
