RESOURCE TENURE SPECIALIST – STRENGTHENING TENURE AND RESOURCE RIGHTS


Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratechintdev.com), is accepting expressions of interest from qualified candidates for an upcoming Strengthening Tenure and Resource Rights program. This program will assist the USAID Land Tenure and Property Rights Division to identify and test models that strengthen resource tenure governance and property rights as they relate to successful global climate change (GCC) mitigation and adaptation interventions. This task order will build upon existing USAID land tenure work by testing the application of securing tenure rights in new sectors to determine how improved rights will impact GCC objectives. This is a full time position and will be based in Arlington, VA. Frequent travel will be required.
Responsibilities *Overseeing the program activities related to piloting land tenure interventions that promote ‘climate smart’ land use practices; *Coordinating with the Chief of Party in the preparation of work plans that define the activities to be carried out under the project; * Ensuring the effective and compliant reporting, monitoring and evaluation of related activities;
Essential Qualifications *Master’s degree in natural resources management, natural resources, forest or fisheries policy, sociology, or economics with emphases on tenure concepts and practices; *Minimum 10 years of demonstrable experience engaged in natural resource management programming and practices, with particular focus in policy and tenure aspects; * Experience addressing the tenure constraints between disciplines is particularly desirable (i.e. land tenure as it relates to forest issues, trade-offs in managing water rights as it relates to agriculture and fisheries objectives, etc.); *Demonstrable experience and understanding of quantitative research and data analysis is preferred; *Demonstrated experience addressing gender equality in resource tenure; *Strong interpersonal, analytical, and writing skills; *Ability to work under pressure and meet deadlines; and *Foreign language skills preferred.
