We are looking for a Co-ordinator to join the Secretariat of the International Dialogue on Peacebuilding and Statebuilding (hereafter “the Dialogue”).
The Dialogue unites fragile and conflict-affected countries (the g7+), international partners and civil society in pursuit of a joint agenda to improve the quality of international and national engagement in conflict-affected and fragile states. The agenda of this unique partnership is embodied in the New Deal for Engagement in Fragile States. The Dialogue offers a platform to drive a common change that centres on improved support for peacebuilding and statebuilding efforts. The Dialogue is an independent international initiative for which the OECD hosts the Secretariat.
The Secretariat for the Dialogue facilitates the participation and engagement of all its members in initiatives of the Dialogue and provides substantive and administrative support to the Dialogue co-chairs and its governance bodies. The Secretariat works in close collaboration with the Secretariats of the g7+, the International Network on Conflict and Fragility (INCAF), and the Civil Society Team for the International Dialogue.
The Co-ordinator will work as part of a small team under the overall guidance of the Dialogue Co-chairs, the Dialogue Steering Group, and report to the team leader on conflict, fragility and governance in the Policy Division of the OECD Development Co-operation Directorate.
Main Responsibilities
Support the International Dialogue
· Prepare and organise senior-level Dialogue meetings, Steering Group meetings, including co-ordination, production and distribution of high quality materials.
· Support the preparation of annual work programmes for the Dialogue and liaise closely with the Secretariats of the g7+, INCAF and civil society to advance implementation.
· Deliver secretariat and advisory services to the Co-Chairs and Steering Group and analyse and formulate substantive documents for consideration by the Dialogue.
Co-ordination, liaison and communication
· Ensure regular information flows with the Dialogue members and its governance bodies.
· Initiate dialogue and support outreach initiatives with other relevant communities and actors within and beyond the current constituencies of the Dialogue.
· Facilitate co-ordination with other relevant international fora and processes, in particular the Global Partnership for Effective Development Co-operation.
· Represent the Dialogue in relevant international fora, as required.
Budget management and reporting
· Prepare budgets and regular budget projections, manage the Dialogue budget and oversee use of funding for partner country participation in meetings.
· Prepare funding proposals for the International Dialogue, help ensure adequate funding for the Dialogue work programme and support progress reporting.
Candidate’s profile
Academic Background
· An advanced university degree (Masters) in international relations, development policy, political science or other subjects related to conflict and fragility.
Professional Background · At least 5 years’ professional experience within a government or a relevant organisation in a conflict affected and fragile country and with bi- or multilateral level partners dealing with issues relating to peacebuilding, statebuilding and management of development programmes.
· Excellent knowledge and direct experience with the theory, policies, and practice related to peacebuilding and statebuilding, the political economy of aid and development co-operation, the challenges and opportunities of supporting reform in fragile states and within development partners, the international peace and security architecture, and experience in planning and implementing national plans and development initiatives in fragile states.
· An extensive network of contacts within the g7+ group of fragile states, other conflict affected and fragile countries, bi-lateral and multi-lateral development partners, and civil society.
Languages Excellent drafting and speaking skills in English. Working knowledge of French is a plus.
Key Competencies
· Demonstrated diplomatic skills and good judgment in dealing with complex and sensitive policy issues, including an understanding of critical issues beyond the immediate specialisation and work assignment.
· Strong conceptual and analytical capabilities with ability to analyse complex issues in view of extracting practical implications for improving effectiveness of national and international cooperation in conflict-affected and fragile states.
· Ability to formulate and advance innovative initiatives, high energy and commitment.
· Excellent writing skills and demonstrated experience and ability to produce clear and concise drafts of policy oriented reports.
· Excellent team player with the ability to perform different functions in a multi-disciplinary team.
· Strong communication and networking skills, with ability to build consensus and to engage senior policy makers in conflict affected and fragile states and at the bilateral and multilateral level within development partner countries and organisations.

NB. candidates retained for the next stage of the selection process will be invited to take a written test which is planned in December. Interviews for selected candidates will likely take place in January 2013.
Contractual conditions Appointment as temporary staff for one year (with possibility of extension), starting February 2013.
