Purpose of the assignment:
The incumbent will serve as the Executive Manager of the Secretariat for the People that Deliver (PtD) Initiative. PtD is a broad coalition of country governments and national, regional and global organizations working together to promote sustainable approaches to developing human resource capacity for health supply chain management. The PtD initiative has an elected Board of member organizations and an elected Chair. The PtD secretariat will be provided by UNICEF. The Executive Manager will refer to Directors Office, UNICEF Supply Division, and work under the leadership of the Initiative Board to achieve the Initiative goals through work at the global, regional and country levels. The Executive Manager supports the Board in strategy development, mobilizing key international and national partners, catalysing coordinated action among the Initiative partners, and monitoring progress. The Executive Manager works on a day-to-day basis to support Initiative members and structures in implementing the vision, direction, and guidelines set by the Board, to maximize progress towards achieving Initiative goals. The Executive Manager is the head of the Secretariat, which may or may not include additional staff over time. The Executive Manager is responsible for efficient execution of all functions of the Secretariat. MAIN DUTIES/RESPONSIBILITIES:
Leadership
• Support the Chair and lead the secretariat to provide overall cohesion and help ensure attainment of priorities of the People That Deliver Initiative (Initiative). • Catalyze coordinated action among the Initiative partners, and monitor progress. • Engage member organizations, including key actors and developing countries. Involve them more directly in the Initiative through communications, routine correspondence, and participation in the Working Groups and national plans. • Strengthen the commitment of supporting agencies working in focus countries to meet the countries expectations and liaise with the Initiative. • Represent the Initiative and promote its interest inside UNICEF.
Strategy
• Support the Board in strategy development, mobilizing key international and national partners. • In close coordination with the Chair, prepare the biennale review of goals, priorities and strategy of the initiative. • Participate in the strategic process at all levels and suggest adaptations to the strategic and operational plans in accordance with the evolving context as may be needed. • In accordance with the communication plan of the Initiative’s strategy, oversee the Initiative communications efforts, in terms of both content and media. • Follow the situation in focus countries and offer suggestion to the Board when evolution is needed to enable the Board to monitor and make decisions regarding focus countries.
Operations
• Support Initiative members and structures in implementing the vision, direction, and guidelines set by the Board, to maximize progress towards achieving the Initiative goal. • Maintain regular communication and intensive interaction with Working Groups Coordinators, to operationalize the Initiative’s Strategic Plan and reinforce linkages between the Plan and Initiative activities. • Ensure that the focus countries are supported in their efforts corresponding to the Initiative’s objectives. Organize the secretariat to fulfil this supporting role. Maintain direct communication and intensive interaction with focal points and supporting agencies. • Engage other countries to participate actively to the Initiative and provide support as best possible. • Actively engage in mobilizing funds for implementation of the Initiative’s work plan and Secretariat, according the strategy developed by the Board. • Engage potential partners to serve as supporting agencies. • Suggest names to act for special advisors to the Board as may be needed.
Governance
• Work closely with the Chair and support him/her to fulfil his/her duties as per the TORs. • Oversee the monitoring of the Initiative’s progress against priorities and report to the Board. • Process the application of potential focus countries, Board members and Initiative members and submit decisions to the Board. • Implement elections, votes and approval processes with the Board supervision and guidance. • In collaboration with the Chair(s) and Board, oversee planning and follow up of the Initiative and Board meetings. • Serve as ex officio member of the Initiative’s Board. • Oversee the documentation needed for the Board meeting and follow up. • Ensure that the lists of implementation activities are conducted according to the agreed timeline. • Monitor the participation of members and board members to the Initiative’s activities and report to the Board.
Representation
• Represent the Initiative at relevant international and national forums and with countries and various partners including the private sector, and communicate Initiative priorities and progress within the larger health community. • Identify and foster linkages among Initiative partner organizations and other global health programs and partnerships.
Managerial
• Head the Secretariat and thus be responsible for efficient execution of all functions of the Secretariat, be accountable to the Board and the Initiative membership for the execution of those functions. • Manage Secretariat program and administrative staff and optimize the use of its dedicated resources. • In accordance with financial availability and the Board’s guidance, staff the Secretariat and put in place / use UNICEF managerial systems as needed. • Prepare the annual work plan and budget for approval by the Board. • Establish and maintain databases of members and other networks of partners. • Develop and manage Secretariat budget in compliance with donor requirements. • Prepare the annual review of his / her performance by the Board. • Contract agents and organization on behalf of the Initiative according the Chair’s guidance and to the host agencies rules and regulations. • Manage relations with and optimize the support of UNICEF.
QUALIFICATIONS AND COMPETENCIES:
Education:
First university degree from a recognised academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme areas. Demonstrated professional work experience and understanding of relevant functions may be considered in lieu of a university degree, preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics.
WORK EXPERIENCE:
• Minimum eight years of relevant experience in human resource for health systems, supply chain management and/or major health partnerships/initiatives focused on developing countries health systems • Proven conceptual understanding of and strong practical experience in supporting institutionalization and sustainability within developing country health programs – especially as related to supply chain management and/or human resources • Proven experience leading or managing multi-stakeholder initiatives, preferably in early stages of development • Experience in development programmes; a mix of field and headquarters postings are advantageous • Knowledgeable about relevant global health agencies (e.g., donors, technical agencies, implementing partners and NGOs) working in supply chain management and/or human resources for health
Languages:
Fluency in English. Second UN language is an advantage.
