Field Programme Officer


DUTIES AND RESPONSIBILITIES Under the supervision of the Senior Emergency and Rehabilitation Coordinator in the country; the functional supervision of the Senior Field Programme Officer in the Regional Office for Near East and North Africa (RNE); in consultation with the Emergency and Rehabilitation Division (TCE) on issues related to emergency and preparedness; and with the relevant technical divisions at FAO headquarters and the Multidisciplinary Teams in the Regional Office, the Field Programme Officer will coordinate the on-going emergency and rehabilitation portfolio and provide support in the analysis and development of FAO Programme in the Gaza Strip. Specifically, to: • adminster day-to-day operations on matters relating to emergency and rehabilitation projects; • analyse requests for emergency assistance to the agricultural sector and participate in the design and implementation of emergency/rehabilitation projects and programmes; • undertake field assessments and evaluate the humanitarian requirements of the agricultural sector as part of interagency missions; • determine technical specifications of and specify quantities of agricultural inputs to be provided per beneficiary family as well as the type, quantities and timing of other agricultural inputs required for emergency assistance; • estimate cost of agricultural inputs to be urgently provided by family, and expected output in terms of food production and aid substitution, as required; • maintain a database with updated information on the impact of the crisis and prioritized needs taking into account assistance provided and evolving needs (food security analysis); • liaise with other UN organizations and partners (non-governmental organizations, national authorities and donors, etc.) at the appropriate level for coordination of assistance related to emergency and rehabilitation activities; • prepare project proposals for financial support to donors and aid programmes of the UN system and assist in fund mobilization efforts through liaison with donors; • prepare briefs, reports and final statements; formulate correspondence with recipient government and donors; assist in the coordination of technical, administrative and operational support of FAO projects, including budgetary management and monitoring of the approved field expenditures; • ensure that rules and regulations, and security standards, as per Head Office indications, are followed; • perform other related duties as required.

MINIMUM REQUIREMENTS Candidates should meet the following: • University degree in agronomy, economics, natural sciences, or other FAO related programme discipline • Five years of relevant experience and technical work in the sectors of agricultural and rural development, including experience in developing countries and with emergency operations at field level • Working knowledge of English or French or Spanish, and limited knowledge of one of the other two, or Arabic, Chinese, Russian, according to the country/region of the portfolio
SELECTION CRITERIA Candidates will be assessed against the following: • Extent of experience in emergency relief and rehabilitation operations, particularly in the food security and agriculture sector and in interagency coordination,; • Demonstrated ability to analyse complex emergency situations; • Extent of familiarity with the field programme of UN or other agencies active in emergency assistance within the agricultural sector; • Demonstrated communication skills in English, both orally and in writing; Knowledge of Arabic would be an asset. • Demonstrated ability to work in a team, and interpersonal skills; • Extent of familiarity with the geographical region.
