The Grants and Contracts Officer will be responsible for the development, and implementation of grant awards under the proposed program, including defining the terms and scopes of awards, timelines for disbursements and the overall monitoring of grant funds. S/he will be responsible for technical assistance to grantees, monitoring of rules and regulations for implementation and disbursement schedules. S/he will work in collaboration with the finance and program staff to ensure coordination of activities under the grants. S/he will develop and maintain clear reporting schedules on grant activities.
Qualifications:
-Bachelor’s degree or equivalent in a related field (e.g. business, finance, accounting, grant management); Masters’ degree preferred.Minimum seven (7) years’ work experience to include three (3) years of experience with implementing grants and contracts at the international level. -Experience with U.S. federally-funded (USAID and others) projects required.
-Experience in development and implementation of budgetary systems desired. Capacity to develop technical assistance tool in support grantees management of grants desired.

-Knowledge of USAID rules and regulations for Cooperative Agreements required. -Computer literacy required including a proficiency in standard business applications (MS Office Suite) in a Windows XP environment essential.
-Knowledge of automated accounting software (e.g. Great Plains, Solomon v6 or higher) preferred. -Knowledge of monitoring and evaluation principles highly desired.
