Regional Network Administrator, Latin America

BASIC FUNCTION

The Regional Network Administrator is responsible for the design, planning, implementation, execution, supervision, and controls of the network infrastructure of the region as well the technical contact in the data center for Latin America, provides technical support for the country and regional data center’s Local Area Network (LAN) and Wide Area Network (WAN) environment, storage, backup, generator(s) and UPS(s). The Regional Network Administrator maintains the availability of systems to ensure user productivity.

MAJOR ACTIVITIES

Under supervision and guidance from the Information Service Regional Director of Latin America, the Regional Network Administrator will be responsible for:

  1. PLAN AND ORGANIZE – 20%

  • Prepare the respective documentation for project initiation (project charter, requirements, project plan, risk matrix, etc.); ensure the documentation and budget is reviewed and approved by the Regional Director of Information Services before initiation of the activity.
  • Plan strategies for risk mitigation and contingency:
    • Identify, characterize, and assess possible threats; assess the vulnerability of critical assets and processes to specific threats
    • Determine the risk
    • Identify ways to reduce identified risks and prioritize risk reduction measures based on a strategy
    • Prepare mitigation plans for identified risks
  • Monitor the project cost structure and ensure the actual costs and terms meet the planned forecasts.
  • Responsible for leadership and management of the project team, with an authority and responsibility to run the project on a day to day basis, ensuring the efficient distribution of tasks and responsibility areas for local and regional team members, as well as vendor consultants.
  • Monitor the status of the projects:
    • Periodic review of the project milestones.
    • Identify delays and risks throughout all phases of the project and escalate as required
    • Define cut-off periods for pending action items and monitor escalation of these items outside cut-off period.
    • List of outstanding action items in the project status report along with the expected time and allocated resource for that item.
  • Follow-up on the outstanding items as the case may be.
  • Expected to execute work plans in a manner of collaboration, to secure alignment across the FINCA International strategy.

  1. ACQUIRE AND IMPLEMENT – 50%

  • Participate on the procurement process for software, licensing and hardware of the Data Center and the affiliates
  • Provide network engineering maintenance
  • Provide network upgrade solutions
  • Provide network designs
  • Collaborate with communication companies to ensure high that broadband connections comply with the bandwidth allotment specifications and penalties are within contractual service level agreements
  • Create and execute plans related to the management of the physical and logical networks
  • Provide analysis and recommendations pertaining to network optimization and enhancement in order to improve the performance, increase efficiency, and reduce costs.
  • Create network security policies and procedures.
  • Maintain network configuration documentation and standard operating procedures
  • Coordinate the preparation of technical infrastructure for pre-production and production phases:
    • Installation and configuration of environmental software in the Data Center location.
  • Installation and configuration of pre-production and testing environments.


  1. DELIVER AND SUPPORT – 30%

  • Provide technical support to the regional IS Team
  • Provide solutions for customer network requirements
  • Provide support of network environments, troubleshooting and network maintenance
  • Document and update the network diagrams
  • Ensure that disaster recovery networks are regularly tested for operational readiness at any time in the event of data center shutdown
  • Ensure the configuration of security settings in applications and environmental software levels in Data Center and affiliate is performed in accordance with security and information protection procedures.
  • Being a leader of the applications supporting team, SA is responsible to continue the collaboration with affiliates’ and Vendor’s support teams:
    • Ensure the timely and successful analysis, deployment and documentation of patches, scripts and updates to applications, in line with determined procedures.
    • In coordination with vendor's team, ensure the regional support unit provides timely support and guarantees the operability of applications in production and testing environments.
    • Responsible for organization of sufficient testing of all releases related to the applications. Ensure that each update to the current version is released in production only after confirmation of test success.
    • Primary responsibility on quality assurance and approval of all releases to the production environment.
    • Responsible for release management including supporting up-to-date applications distributives with all patches and customizations.
    • Primary responsibility for maintaining the special register for updates and patches related to production environment.
  • Ensure that application installation and maintenance procedures are updated and describe installation and configuration instructions for:
    • Applications
    • All patches and updates to applications production environment
  • Environmental software configuration changes received from vendor
  • In coordination with vendor’s team manage the activities performed by applications support team after the implementation:
    • Manage the timely and successful execution of special procedures on production environment of FINCA.
    • Ensure that all incidents from production environment are timely escalated to vendor's support team; coordinate the issue resolution process in line with mutually agreed framework.
    • Manage the timely and successful execution of determined backup strategy and procedures.
    • Ensure the sufficient testing of all patches, scripts, updates and changes in parameterization for the production environment.
  • Manage the process of releasing fixes on affiliates’ support and production environment.
  • Ensure timely resolution of issues and requests escalated on regional level in coordination with vendor's team, Manage regional support and help-desk (level 2) personnel.
  • Ensure that all problems escalated by affiliate Support team are respectively categorized into related groups; determine the category, impact, urgency and priority.


  1. MONITOR AND EVALUATE – 10%

  • Provide regular reports to the Regional Director of Information Service on the performance of corporate and supplier networks as well as problems and upgrading concerns as needed
  • Monitor the hardware and software resources performance
  • Monitor the fulfillment of Service Agreement of the services hired and provided.
  • Monitor the execution of deliverables determined in SOW. Periodically review performance against targets, analyze the cause of any deviations, and initiate remedial action to address the underlying causes. At appropriate times, perform root cause analysis across deviations.
  • Identify and initiate remedial actions based on performance monitoring, assessment and reporting related to the network infrastructure; Follow-up of all monitoring, reporting and assessments through:
    • Review, negotiation and establishment of management responses
    • Assignment of responsibility for remediation
    • Tracking of the results of actions committed
  • Work with Affiliate’s Support Team and vendor consultants to define a set of performance targets for applications. Monitor the post-implementation performance of applications. Ensure the application adequately responds the functional needs of the affiliates and regional teams.


PERSONNEL SPECIFICATIONS

PROFESSIONAL SKILLS

  • Bachelor's degree in Computer Science, Information Systems, or other technical field.
  • Must have strong TCP/IP, datacenters and networking experience.
  • Experience configuring with Cisco routers and switches.
  • Proficient in managing and administering Windows Server, Linux.
  • Proficient with datacenter virtualization and VMWARE.
  • Experience with SANs (NetApp or EMC).
  • Knowledgeable with Active Directory, DNS, DHCP and Microsoft server products-
  • Network+, Linux+, CCNA, MCSA, MCSE, Security+, A+ certified or equivalent experience.
  • Familiar with Firewall technologies such as Checkpoint.
  • Proficiency in routing technology and protocols such as IP, BGP, OSPF, and EIGRP.
  • Excellent abilities of technical writing and documentation.
  • Strong problem solving and communication skills across all levels of the business. Ability to translate business requirements into technical solutions.
  • Management experience for application support / helpdesk infrastructure
  • Experience Releases Management/Process in a production environment
  • Thrives well under pressure and is a creative and diligent problem solver
  • Excellent interpersonal, written and oral communication skills of English and fluent Spanish Languages; The ability to present information and ideas clearly and concisely;
  • Strong leadership skills with proven capacity to direct, to influence and to motivate the team under management.
