Senior Program Officer


Overview:
The Senior Program Officer (SPO) will mange day-to-day operation of program activities for country programs in South Africa, Swaziland and other select countries/tasks as designated by the Team Leader for East and Southern Africa (ESA). Working closely with the Regional Team Leader and Country Directors, SPO will provide strategic, technical and programmatic oversight for the design, development, and implementation of regional and/or country-level programs in HIV/AIDS, reproductive health, maternal health, and/or malaria. SPO will also ensure strong collaboration between Jhpiego and local governments, donors and sponsors, represent Jhpiego with external donors/sponsors and contribute to business and resource development efforts.
Responsibilities:
•Work collaboratively with other program staff to ensure necessary program planning, development and management activities function smoothly and efficiently •Assist field staff with development of work plans, reporting and monitoring and evaluation •Work collaboratively with field staff to ensure that resources for effective and timely program implementation are available •Participate in and lead, monitoring and evaluation of activities for countries and regions assigned as needed •Work collaboratively with finance staff to prepare and track the progress of project and activity budgets •Oversee technical assistance needed to execute project work plans, which may include external consultants •Ensure timely, accurate and appropriate reporting of program activities and results to the donor, including country operational plans (COPs) under PEPFAR •Ensure compliance with Jhpiego and JHU operational policies and regulations •Identify and promote opportunities for new business and sources of funding in East and Southern Africa •Contribute to proposal management, design, writing, and editing •Participate in the review of technical and programmatic portions of business development proposals •Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites •Contribute to the development of novel knowledge management and sharing tools and processes •Provide leadership and mentoring to Program Coordinators •Mentor field staff to assume responsibilities for developing and managing the program at the field level •Support the RTL in internal reporting and management of the ESA region
Required Qualifications:
•Advanced degree in public health or related field •7+ years experience managing international health programs •Strong programming, management and technical skills, specifically with HIV in developing countries •Knowledge of international and USG donor agencies and private sector foundations •Demonstrated skills in the technical side of program implementation •Experience in the development of strategic and tactical plans in cooperation with others who represent a wide range of interests and needs •Ability to interact with established networks of senior level international health professionals, donors, universities and other partners •Field oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously •Demonstrated collaborative relationship with field-based international donor agencies •Strong change management, results oriented and decision making skills •Excellent presentation skills and verbal and written communications skills •Excellent skills in facilitation, team building and coordination •Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment •Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings •Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform •Ability to lead or contribute significantly to new program development and proposal writing. •Independent programmer, capable of running program without Jhpiego’s field presence •Ability to travel up to 30% of the time to select countries in Africa
Preferred Qualifications: •Fluency in one or more language spoken in the East and Southern Africa region •Worked or lived in Africa
