Overview:
Support the monitoring and evaluation of Jhpiego projects and the conduct of operations research studies in health service delivery on family planning/reproductive health (FP/RH) (including cervical cancer prevention), maternal, newborn and child health (MNCH), and HIV/AIDS in Africa, Latin America, Asia and the near East. The Senior
Monitoring and Evaluation Advisor provides leadership and technical support on monitoring, research and evaluation, working in collaboration with Jhpiego Monitoring and Evaluation (M&E) advisors in Baltimore headquarters and monitoring and evaluation, technical and program staff worldwide.
Responsibilities:
•Assist Jhpiego staff in the development, implementation, and quality assurance for monitoring and evaluation systems and activities •Provide technical leadership and guidance to Jhpiego leaders and senior staff in planning and implementing appropriate M&E systems, activities and technical assistance •Provide technical assistance to country program offices on development and implementation of monitoring and evaluation systems •Conduct evaluation studies for Jhpiego programs including development and implementation of study protocols, submission of study documents to institutional review boards, guidance and oversight to ongoing study activities, timely data analysis, synthesis and dissemination of findings and dentification and training of appropriate personnel as evaluation team members •Report research and evaluation results and provide guidance to the organization on the programmatic implications and application of the findings •Write and review technical components of materials, publications, journal articles (in collaboration with program staff) and reports, including research and program reports interpreting M&E data for various audiences appropriately, including donors, the scientific community, and the general public (press releases) •Lead, coordinate and mentor M&E advisors and other staff in activities such as pertinent literature review, data analysis, and report writing •Support the implementation of Jhpiego’s IRB policy, including designing and providing training in this area to staff at headquarters and in the field •Monitor ongoing operations research monitoring activities to ensure compliance with Jhpiego’s IRB policy •Keep abreast of emerging operations research in the field and help identify operations research opportunities •For program evaluation and operations research studies submitted for Institutional Review Board (IRB) approval, manage ethical review and application process and serve as principal investigator as appropriate •Provide guidance on translating operations research findings into practice/programming strategies and activities •In collaboration with program and field staff, ensure successful implementation of program M&E strategies and frameworks •Contribute to devolving and building M&E capacity and presence at the field level •Represent Jhpiego at select regional and international conferences, meetings, working groups, seminars and another events that require Jhpiego participation •Provide technical and programmatic inputs to new proposals as needed •Write and review M&E sections of submitted proposals to ensure technical quality and inclusion of appropriate activities, budgets, and staff LOE •Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide •Identify and communicate potential opportunities for new business and new or leveraged funding sources •Maintain knowledge management/knowledge sharing practices for M&E, including timely and relevant knowledge-sharing through available mechanisms. •Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization •Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (e.g., team sites, JPortal, J Library) and external sites and partners (e.g., CDIE, RH Gateway, World Bank’s Development Gateway, etc.) •Contribute to Jhpiego staff orientation and updates in areas of technical expertise
Required Qualifications:
•Masters degree in public health (international health, epidemiology, biostatistics, population) or related social science •8+ years relevant experience or PhD plus 3 years of experience •Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata, MS Access •Experience working and living in a developing country for an extended period of time •Experience in M&E of international family planning, maternal and child health, or HIV/AIDS programs •Experience working with international and U.S. donor agencies and private sector foundations
Preferred Qualifications: •French, Spanish or Portuguese language skills
