Background IRC is one of the only humanitarian organizations to maintain an independent Women’s Protection and Empowerment (WPE) Technical Unit. This team of experts ensures that IRC’s programs adhere to the principles of best practice and promote the ongoing evolution of knowledge and practice in the prevention of and response to violence against women and girls. Together, the WPE Technical Unit supports 17 country programs working in partnership with communities and institutions to promote and protect women’s and girls’ human rights through gender equality and to meet the safety, health, psychosocial and justice needs of gender-based violence survivors.
A cornerstone of IRC WPE’s work is centered on ensuring safe and ethical GBV data collection, storage and use in the context of service delivery. The GBV Information Management System (GBVIMS) is an essential data management tool utilized by IRC WPE programs to safely and ethically collect, store, analyze and share data related to gender-based violence. The IRC plays a key role in disseminating best practice around GBV-related data management to IRC’s WPE field programs and the wider humanitarian community.
SCOPE OF WORK The IRC is seeking a GBV Information Management Specialist who will focus on a) designing and implementing a GBVIMS rollout strategy for IRC WPE programs; b) implementing GBVIMS rollouts and providing ongoing technical support to IRC WPE field programs; c) ensuring the GBVIMS data from participating IRC WPE programs are quality checked, compiled and available for use and analysis by the IRC; and d) managing and updating the GBVIMS tools and resources, as needed. The GBVIMS Specialist is the technical support focal point on the WPE Team for the GBVIMS, and plays a key role in shaping the WPE TU’s policies and resources around information management. S/he will work closely with members of the WPE Technical Unit, as well as other IRC technical unit staff, as well as IRC and non-IRC field staff.
This position reports to the Senior Technical Advisor and is based in New York (IRC Headquarters) with travel to the field to support rollouts, and other technical support needs. Travel to the field may be up to six weeks at a time.
Main responsibilities include:
Service Delivery and Information Management Strategy Development • Design and implement a GBVIMS roll-out strategy for IRC WPE programs, taking into consideration different contexts (e.g. emergency). This includes identifying existing priority country programs and determining strategy for roll-out in new country programs. • Work closely with the Senior Technical Advisor to develop a GBVIMS compatible case management approach. • Inform the GBV TU strategic direction around data management and information sharing, as it relates to service delivery and compilation of anonymous data reports. • Collaborate with other technical units (for example health) to harmonize GBVIMS principles and best practices in care for sexual assault survivors.
Field Roll-Outs and Technical Assistance • Facilitate all aspects of planning and implementing the GBVIMS roll-outs in collaboration with field staff according to the GBVIMS rollout strategy plan. • Provide in-depth on-the-ground training to IRC WPE programs, with a specific strategy in place to ensure local capacity is being built on the GBVIMS. • Provide on-going remote support to IRC WPE programs on the care, use and maintenance of the GBVIMS. Provide on-going support and trouble-shoot GBVIMS related issues. • Facilitate monthly technical support calls with IRC WPE programs. • Assist field programs and the WPE TU with producing statistics, data analysis and reports, as needed. • Ensure that all aspects of the information management system follow the strictest ethical and safety standards, to protect IRC clients, IRC and its staff, and partners.
GBVIMS Resource Management and Development • Manage, update and improve GBVIMS resources ongoing. Ensure GBVIMS resources are readily available to IRC WPE and other internal stakeholders. • Ensure GBVIMS data from participating country programs are quality checked, compiled and available for use and analysis by IRC key stakeholders on an ongoing basis. • Develop monitoring tools as needed, and oversee the collection, analysis and application of monitoring data to improve implementation of the GBVIMS in IRC WPE program.
Communication/Collaboration • Train relevant WPE TU staff on the use of the GBVIMS. • Ensure regular communication, collaboration and coordination with the WPE, Child and Youth Protection and Development, Governance and Rights, and Health technical units regarding information management. • Prepare internal and external communication as needed. • Assist with new business development opportunities as needed

Other/External Representation • Participate in inter-agency meetings and conduct orientation sessions to increase the wider humanitarian community’s understanding of the GBVIMS and share IRC’s practical experience, as appropriate. • Contribute to the inter-agency efforts to manage the global GBVIMS initiative, as appropriate.
Requirements for this position: • Master’s degree in public health, social work, or related field. Or 2 years equivalent work experience with a proven mastery in relevant computer and excel skills. • Comprehensive experience in database development, usage and management, data analysis, reporting on data sets and statistical software. • At least one year of GBV programming experience working in a humanitarian setting. • Demonstrated organizational and communication skills. • Fluency in French is an asset. • Skills in website maintenance preferred. • Ability to travel to Africa, the Middle East and/or Asia for up to 6 weeks at a time
