Chemonics seeks technical specialists for the four-year, $9-million, USAID-funded Local Government Support project in Moldova. Launched in February 2012, the project assists Moldovan local governments to design and implement policies and procedures that contribute to good governance, develop capacity to meet decentralized authorities and responsibilities for services in a transparent manner, and provide basic services that engender growth of local economies and make services more cost-effective and efficient. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Chemonics seeks specialists available for short-term assignments in the following technical areas:
• Strategic planning
• Urban planning, land-use planning
• Capital planning
• Public service delivery
• Public-private partnerships
• Intermunicipal cooperation
• Public asset management
• Human resources management
• Revenue enhancement
• Budget practice at the local level
• Public procurement
• Communications and public participation
• Funds and grants access and management, particularly with EU funds
Qualifications:
• Master's degree in a relevant field required
• Minimum five years of relevant work experience required
• Minimum five years of experience with a USAID-funded project or similar international organization preferred
• Proven track record in similar local governance position
• Experience working in developing or transitional environments
• Experience developing and facilitating training and producing training materials and delivering technical assistance
• Strong interpersonal and written communication skills
• Experience working in Eastern Europe required
• Willingness to travel and work in Moldova required
• Demonstrated leadership, versatility, and integrity
• English fluency required; Russian or Romanian language skills preferred
