Senior Office Manager – STAR E Project

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE (Securing Ugandans’ Right to Essential Medicines) STAR E in Eastern Uganda. SURE will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system. STAR E is a 5-year USAID-supported District-based HIV/TB Project focusing on the prevention, care, and treatment of HIV/TB in health facilities and communities, headquartered in Mbale but with activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.
MSH now invites applications from suitably qualified candidates for the positions of Senior Office Manager STAR E .
Senior Office Manager – STAR E Project: located in Mbale, Uganda This position is initially 1 year contract, with possibility of renewing for another 6 months.
Reports to: The Senior Finance Manager STAR E Mbale, but works under the country operations management unit (COMU) which is a platform for providing day-to- day operations and administrative support and services to all MSH projects in-country with the aim of increasing efficiency and effectiveness.
Overall responsibilities:
  • Maintenance of administrative systems and providing administrative support for the implementation of project-supported activities for the STAR E Project ensuring compliance with MSH procedures, Uganda legal requirements and USAID financial and administrative policies
  • Responsible for the smooth operation of the office to ensure that related administrative/financial information is properly documented and regularly tracked and or implemented in compliance with the MSH Standard Operating Procedures
  • Works directly with project staff, suppliers and other stakeholders to ensure that they have the guidance and the materials they need to plan, implement and account for funds advanced for project activities
  • Responsible for maintaining cost effective, efficient and streamlined procurement procedures and inventory tracking and management systems and ensuring that the rules and regulations of USAID procurement integrity standards are adhered to in all activities
  • Supervises the support team including the Stores staff, Administrative Assistants, Cleaners and Drivers.
  • Oversee the management of vehicle fleet, including monitoring and control, fuel availability and ensures that vehicles are kept in good condition

Requirement:

  • University degree in Administration or equivalent relevant experience. A relevant post-graduate/professional qualification will be an added advantage,
  • A minimum of 8 years relevant experience working with a busy international organization preferred, with at least 3 years at managerial level,
  • Excellent supervisory skills,
  • Demonstrated significant administrative and logistics management experience,
  • Knowledge of USAID rules and regulations preferred,
  • Proficiency in Microsoft Office programs particularly Word & Excel,
  • Firm understanding and sense of importance for attention to detail,
  • Excellent interpersonal skills with demonstrated ability to interact professionally with clients and stakeholders.
