Senior Program Manager, PFMCBP Ministry of Finance (MoF) Dili, East Timor


Senior Program Manager, PFMCBP
 
The Ministry of Finance (MoF) through the Public Finance Management Capacity Building Program (PFMCBP) is seeking applications from qualified international Consultants to fill the position of Senior Program Manager, PFMCBP to provide effective program management, implementation, and supervision of the PFMCBP based on the Project Appraisal Document for the Program and the legal agreements between the Government of Timor Leste and the World Bank.
 
Funded by a grant from the International Development Association and a World Bank administered multi-donor trust fund (with contributions from AusAID, EC, Irish Aid, New Zealand and Norway), the PFMCBP is a coordinated program of targeted capacity building in planning and financial management. The Program started in late 2006 provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency. After a successful five years of operation, the program has been extended to 30th November 2012 and is currently under negotiation for a second extension until 31 December 2013. After this point it is not envisaged that the PFMCBP project will continue in its current form but that future support will be integrated into the ongoing Direct Budget Support program to the Ministry.
 
PFMCBP has assisted the Government of Timor-Leste through the Ministry of Finance to take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; complete overhaul of budgeting systems, documentation and financial management legislation; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.
 
The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Consultative Committee on Financial Management (CCFM) chaired by the Minister of Finance. A dedicated Program Implementation Unit is part of the newly established National Directorate for Managing External Support within the Directorate General for Corporate Services of the MoF that is responsible for day-to-day program management and implementation of all external support to the Ministry. Australia, the EC and Norway continue to have bilateral programs with the Ministry of Finance as well as contributing to the multi-donor program. The Asian Development Bank and Japan also provide assistance to the Ministry.
 
A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

I. Selection Criteria
Essential
·            Demonstrated ability to provide team leadership and management.
·            At least twelve years senior project management experience, preferably as project team leader, in developing countries with a track record of establishing and implementing systems and processes for operations, financial management, performance management, procurement and evaluation.
·            Excellent communication skills. Demonstrated ability to write clear and concise project reports, guidelines and manuals. Ability to deliver public presentations. English language fluency essential.
·            A post-graduate degree in a relevant area such as Business Administration; Management, Accounting; Economics; Finance.
·            Excellent negotiation and representation skills. Ability to manage complex stakeholder relationships. A high level of emotional intelligence, and an ability to establish consultative, constructive and supporting working relationships with colleagues from different cultures.
·            Excellent analytical skills.
 
Desirable
·            Experience working within a public sector reform context, preferably in a Ministry of Finance.
·            Knowledge of capacity development approaches in developing countries.
·            Knowledge of Tetum, Portuguese or Bahasa Indonesia and or willingness to learn any of the three languages.
 
II. Project Background

III. Scope of Work
The Senior Program Manager will assist the Program Implementation Officer,who has delegated authority from the Minister of Finance to execute the Legal Agreements between the Government of Timor Leste and the World Bank.
 
The Senior Program Manager will manage the operational staff of the PIU, which comprises three other covenant positions –the Finance Officer the Senior Adviser Human Resource and Capacity Building, the Procurement Officer. A number of other positions and service contracts are also under the control of the PIU for which this position is responsible. S/he shall also work closely with the National Directorate for Managing External Support to the MoF (NDMES), DGCS in supporting the Ministry program as outlined in the Strategic Plan and the Ministry 5 Year Plan.
 
The Senior Program Manager will also facilitate the closure of the project by the end of January 2014 and the handover of any ongoing responsibilities into the NDMES.
 
The position involves project management, implementation and supervision and provision of corporate services support, as follows:
 
Program Management Functions
·            Participate on the Consultative Council for Finance Management, chaired by the Minister, during sessions that the CCFM is convened to address issues relating to the PFMCBP. The CCFM shall act as the Steering Committee of the PFMCBP
·            Provide secretariat support to the Supervisory Committee, which meets at least every six months
·            Work closely with Directors General, Senior Management Advisers, and the Minister’s Office in coordinating timely program inputs
·            Manage the effective recruitment and management of a large team of consultants,
·            Prepare Annual Reports and Quarterly Reports of the Program for submission to the Minister of Finance and donors of the Program  
·            Prepare Implementation Action Plans and ensure that these are updated every six months
·            Prepare Procurement Plans, updated every six months
·            Prepare report against the Results Matrix
 
Operation and Supervisory Functions
·            Manage the recruitment process for international and national consultants
·            Manage the Advisers’ Performance Management System
·            Manage administrative support for consultants such as inductions and leave
·            To assist the NDMES in its mandate to support the management of all external support to the Ministry
·            Liaise with the World Bank office to help it undertake effective program supervision
·            Ensure that procurement is aligned with Government’s observed procedures and managed in accordance with World Bank operational procedures
·            Ensure that the Program finances are administered using Government’s systems and managed in accordance with World Bank operational procedures
·            Ensure that the legal agreements between the Government and the World Bank are observed
 
Corporate Services Support
·         Work closely and provide support to the work of the NDMES, DGCS, particularly in promoting partnerships with Development Partners interested in supporting the MoF
·         Assist the NDMES in aligning bilateral and/or multilateral support projects (including the PFMCBP) to the MoF to help establish and then use Government’s internal systems and procedures to ensure greater institutional strengthening of the MoF 
·         Work with NDMES to establish a coordination mechanism with Development Partners of MoF that will ensure the efficient and effective utilization of donor support to the MoF.
 
 IV. Key Deliverables
·            Within four weeks of commencement, develop an Assignment Work Plan that is consistent with the relevant activities and performance indicators of the Ministry’s 5 Year Plan
·            Annual Reports and Quarterly Reports on the outcomes and impact of the PFMCBP and its efforts in building capacity within the Ministry of Finance.
·            Implementation Action Plan and Procurement Plan
·            Timely  recruitment and efficient management of consultants under the Program
·            Quarterly Progress Reports to the Director-General for Corporate Services, approved and endorsed by the Project Implementation Officer, against the agreed Work Plan
·            By the end of the contract period have successfully concluded the PFMCBP project and facilitated the movement of ongoing support to the Direct Budget Support Program being implemented by the Ministry
·            End of Assignment report to the PIO no later than 10 working days prior to the end of contract
 
 V. Performance Evaluation
 
Performance of the Senior Program Manager will be assessed by the Project Implementation Officer, the Director General of Corporate Services, in accordance with the performance review framework for advisors in place in the Ministry.
