Objective: This field-based evaluation project is aimed at assisting USAID/Colombia in the evaluation and monitoring of its development activities in Colombia. USAID/Colombia’s portfolio of activities is comprised of projects in the following sectors: Victims and Vulnerable Populations, Consolidation, Land and Livelihoods, Democracy and Human Rights, and Environment.

Responsibilities and Tasks: The Senior Evaluation Specialist will be responsible for the following: • Leading the design and implementation activities for evaluations and assessments; • S/he will work with the Contracting Officer’s representative and other USAID technical staff to develop the methodologies necessary to meet deliverables required in the SOWs for evaluation tasks; and • The evaluation specialist will be the lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.
Qualifications: Applicants must meet the following minimum qualifications to be considered: • A Master’s Degree (or foreign equivalent) in social sciences, biology, health or related fields; • At least ten years of progressive experience in designing, implementing, managing, and analyzing, the results of both performance and impact evaluations of development projects required. At least five of these years should be in Latin America; • At least five years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis are required; • At least 3 years of experience leading evaluation teams or research teams are required; • Fluency in English (Level 3/3) and Spanish (Level 4/4) is required; • Excellent team management and interpersonal skills.
