Under the overall supervision of the Director, EECARO, the Technical Adviser is the principal adviser at the regional level in the area of population and development (PD) with a major focus on demographic analysis and analysis of the social and economic consequences of population dynamics, in particular ageing, low fertility and migration. The Programme Technical Adviser works in a multi-disciplinary team, located in the RO Istanbul and the SRO Almaty and s/he provides support to the countries in the region under the coordination of the Regional Team Coordinator. S/he oversees technically the work of the PD Specialist in Almaty.

MAJOR ACTIVITIES/EXPECTED RESULTS:
Strategic technical support and programme delivery
• Advise on the implementation of substantive UNFPA policies and strategies and provide policy and technical advice on data collection, demographic analysis and policy responses to population dynamics in the region, characterized by low fertility, ageing, migration and big disparities between different population groups;.
• Contribute to the development and implementation of an integrated strategy for the delivery of technical assistance and programme support to countries in the region;
• Contribute to the implementation of specific segments of the UNFPA Strategic Plan and the Regional Programme;
• Provide advice on UNFPA’s substantive role and specific contribution in the changing development agenda, based on evidence and the analysis of substantive information;
• Identify and analyze trends, threats and risks that may affect the ICPD agenda and UNFPA’s work in the region;
• Facilitate policy dialogue at the regional level and participate in country level policy dialogue on population and development as required;
• Participate in the UNFPA technical / knowledge networks, maintaining communication and feedback loops on all substantive work;
• Analyze technical and other substantive reports from the region and recommend required follow-up actions; Coach and manage junior professional staff and associates, direct and oversee expert consultants and facilitate working groups and task teams.

• Initiate, develop, strengthen and monitor substantive and intellectual regional partnerships in population and development, including partnerships for South-South cooperation and for the implementation of the regional programme;
• Advise RO / SRO and COs on the implementation and proper application of UNFPA policies, strategies, guidelines and tools on substantive matters in the region, ensuring consistency and coherence;
• Ensure that state-of-the-art thinking, data and research on population and development are integrated within the work of the RO/SRO and networks;
• Review products of technical support at key stages of national development planning exercises supported by UN/UNFPA, including advice to the Director on draft CPDs;
• Analyze technical, programmatic and substantive reports from the field and recommend follow-up actions;
• Support the development of national and regional institutional capacities for delivering high-quality technical support in areas related to UNFPA’s mandate;
• Monitor the quality of the technical support received at the country level for effective programming and policy dialogue ;
• Contribute to providing guidance to COs to include South-South cooperation in the implementation of of Country Programmes;
• Liaise with counterparts in other agencies, Regional Offices, the UNFPA Technical Division and Programme Division to identify opportunities for South-South cooperation and capacity building.

• Prepare white papers, briefing and materials for evidence-based policy dialogues at regional level, provide similar support at the request of country offices;
• Disseminate and promote the use of state-of-the-art technical knowledge, evidence, lessons learned, and success stories to improve the effectiveness of UNFPA programmes and operations;

• Contribute to advocacy efforts to advance the agenda of the International Conference on Population and Development(ICPD) and the attainment of Millennium Development Goals (MDGs) and other development targets and indicators at the regional level.
• Participate in policy dialogues, and advocate for substantive issues in international, inter-governmental, U.N., and other policy and technical meetings and fora at the regional level;
• Collaborate on substantive issues with other UN agencies, academia, research and training institutions, think tanks, centers of excellence, professional societies in the region, and act as focal point for inter-agency working groups in the substantive area:
• Participate in policy dialogues, and advocate for substantive issues in international, inter-governmental, U.N., and other policy and technical meetings and fora at the regional level;
• Collaborate on substantive issues with other UN agencies, academia, research and training institutions, think tanks, centers of excellence, professional societies in the region, and act as focal point for inter-agency working groups in the substantive area:

JOB REQUIREMENTS:
• Advanced university degree (preferably Ph. D.) in demography, population studies, sociology, economics or other fields directly related to the substantive areas identified in the title of the post.
• 10 years of relevant increasingly responsible experience in the substantive areas identified in the title of the post, including relevant experience at the international level.
• Experience in the collection and analysis of survey and administrative data is essential.
• Understanding of population related policies, including the human rights dimensions of Population and Development is essential.
• Demonstrated ability to network within the academic and development community.
• Familiarity with management and monitoring tools is desirable. • Field experience in the region is desirable.
• Fluency in English is required. Working knowledge of Russian desired.
