accepting applications for a Technical and Vocational Education and Training (TVET) short-term expert position to be mobilized in Kazakhstan


The European Public Law Organization is currently accepting applications for a Technical and Vocational Education and Training (TVET) short-term expert position to be mobilized in Kazakhstan.
This mission will take place in November/December 2012 for up to 12 working days.
Objective:
To improve the efficiency of the organizational and institutional framework related to the "National Council for Human Resources Development in TVET" (the highest consultative and advisory agency to the government of Kazakhstan, created in March 2011) with a strong focus on the role of the beneficiary (RSMC) who has been entitled to support this Council by setting up a specific "working group".
Duties and responsibilities:
  • Analyzing, through documents and a consultative process (and attendance to sector and/or regional VET councils), the scope and content of the RSMC tasks in relation with the National Council’s Working Group, so as Sector and Regional Councils
  • Presenting examples of similar Councils in the EU (if any)
  • Making recommendations for a better functioning, including:
• Methodological advice for the preparation of Council meetings, the documentation of proceedings and follow-up activities on decisions taken; • Methodological advice in consolidating and presenting of research results, drafting and finalizing VET position papers and the Council’s note of decisions;
• Policy advice on closer interaction between Sector and Regional Councils accountable to the National Council; • Advice to the institutional development and capacity building process of the working group including organizational and personnel needs. • Proposal for an action plan established in close relation with the beneficiaries and the Team Leader, to implement a better functioning of RSMC in relation with the National Council’s Working Group, and Sector and Regional Councils.
Qualifications and Skills:
  • Knowledge of Russian and/or Kazakh language is a pre-requisite to easily implement the mission; fluency in English is necessary and French an asset
  • Knowledge of EU VET systems and their organization
  • Knowledge of project management processes and organizational issues
  • Advanced communication skills to constructively interact with the different bodies involved
  • Ability to create a consensus between different partners
  • Ability to work as part of a team.
  • Ability to prioritize and meet tight deadlines
  • Energy, drive and demonstrated commitment to programme goals
  • Good IT skill (MS Office)
Specific Professional Experience required:
  • Demonstrated professional experience (minimum 10 years) in consulting activities in EU and non EU countries
  • Demonstrated professional experience (minimum 10 years) in project management processing
  • Demonstrated professional experience (minimum 10 years) in organizational issues and institutional set-ups for monitoring and steering. -Demonstrated professional experience in the VET sector in non EU countries :

General Professional Experience required:
  • Previous experience in Kazakhstan in the VET field and knowledge of the stakeholders is a strong asset
  • Working experience in the region or other developing Country is required
  • Excellent interpersonal skills and ability to communicate internally and to relate with beneficiaries and national organizations & partners
