Canada MONITORING AND EVALUATION OFFICER


JOB SUMMARY:
Reporting to the Deputy Director, Monitoring and Evaluation, the Monitoring & Evaluation Officer is responsible for supporting the implementation of Right To Play’s Monitoring & Evaluation Framework and Systems across the organization. The ultimate goal of this role is to use Monitoring & Evaluation to ensure that Right To Play contributes to a healthier and safer world through sport and play by facilitating continuous organizational learning, providing credible evidence and improving program effectiveness.
The M&E Officer will work in collaboration with the Regional M&E Officers and the M&E team at headquarters. In addition to broad contribution to core monitoring and evaluation processes, the M&E Officer will focus on systems building, quantitative/statistical analysis, and an ability to lead operational research studies.
PRIMARY RESPONSIBILITIES: Job Responsibility #1: QUALITY MONITORING SYSTEMS (% of Time: 45%):
Ensure timely and accurate reporting outputs by updating and maintaining the Quarterly Count system; analyzing global data, and producing regular dashboard reports
Lead the development and global implementation of the M&E online database (using CRM), which encompassing key organizational outputs
Oversee and support annual outcomes reporting process by coordinating the outcomes report, reviewing reports, providing technical support, and analyzing global data
Identify innovations and improvements to enhance effectiveness of the Global M&E framework and systems
Job Responsibility #2: Internal Evaluations and Studies (% of Time: 35%):
Support internal evaluations and case studies, ensuring: strong coordination, rigorous design and data collection techniques, comprehensive analysis, and wide-spread communication of results
Manage and coordinate contractual obligations for all external evaluations
Develop evaluation summary products
Co-lead operational research studies, focused in on key measures of process, outputs, and quality
Job Responsibility #3: M&E CAPACITY BUILDING AND SUPPORT (% of Time: 10%):
Supports M&E Specialist and Deputy Director, M&E to: communicate and coordinate with Regional M&E Officers on a regular basis (at least biweekly)
Provide overall support for M&E trainings, including resource development and coordination
 Maintain regular review and documentation of sport for development, and other outcome appropriate research and results
Regularly update online M&E website, sharing learning, news, and research
Support development of global M&E learning webinars
Job Responsibility #4: PROGRAM PLANNING AND ORGANIZATIONAL SUPPORT (% of Time: 10%):
Provide technical support in evaluation systems, results based management and project development.
Collaborate with Right To Play teams to support proposal writing and communications
Review annual program plans to ensure adequate and complete monitoring and evaluation plans
Regularly track research funding and evaluation opportunities through internal and external sources
Support other organizational initiatives, as needed
EDUCATION/TRAINING/CERTIFICATION: Required (must have):
Bachelors degree in social sciences, international development, or related fields
Applied training in quantitative analysis/statistics
Desired (asset): Masters degree in international development, community development, public policy, business administration or related field
Membership or certification in a professional evaluation association (e.g. Canadian Evaluation Society)
EXPERIENCE Required (must have):
2-4 years practical experience developing and implementing monitoring and evaluation systems
1-2 years practical experience in the International Development or humanitarian sector (preferably with overseas experience)
Systems development experience, particularly data management systems
Experience developing and implementing results based management
Strong written communication and presentation skills, presenting evaluation findings through a variety of mediums—reports, dashboards, webinars
Fluency in English (written and verbal)
Desired (asset): Fluency in another language (e.g. French, Arabic, Spanish, Swahili)
Experience with CRM data systems
Experience designing and leading evaluation or research studies
Expertise and experience in training and capacity building
KNOWLEDGE/SKILLS REQUIRED: Substantial experience and knowledge of monitoring and evaluation processes for NGO programs (preferably with experience in CIDA, USAID and other government-funded projects).
A background in program evaluation methodologies
Proficiency in quantitative and qualitative research methodology
Strong statistical and quantitative analysis skills, including application of SPSS
A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy).

Strong analytical and conceptual skills to think and plan strategically and the ability to translate this into practical and feasible operational program planning both in written and verbal formats
