Purpose of the position:
In line with CARE’s mission, vision, and core values the program coordinator develops high quality proposals based on best practices, manages grants contracts, monitors project implementation, and supervises staff with the purpose of contributing to a stable and growing development project pipeline to better the lives of poor women, men, girls and boys and the communities they live in.
Key Responsibilities:
• Management, supervision and coordination of a team of up to 5 Project Officers, as well as staff capacity development
• Identification of new funding opportunities
• Contract management and project controlling in line with CARE program standards and donor guidelines (in particular European Commission and Austrian Development Agency - ADA)
• Monitoring and evaluation of projects in collaboration with country office teams and partners, including regular field visits (approx. 25%)
• Trouble shooting at HQ level and during field visits
• Liaison and support Country Office staff capacity building, in particular regarding donor contract compliance
• Management and coordination of high quality proposal development based on calls for proposals
• Liaison and close collaboration with donors (in particular the European Commission and Austrian Development Agency), partner organizations and experts
• Contribute to the implementation of CARE’s program strategy and adaptations based on lessons learned from ongoing activities
• Support to CARE Austria’s advocacy and media work and contribute to fund-raising and PR initiatives
• Supporting the CARE Program Director in representing the organization at key national and international coordination fora
• Development of strategic partnerships with other development actors such as NGOs, private sector, networks and platforms as well as other CARE International Members

Qualifications:
• University degree in social science, law and/or other disciplines relevant for development cooperation
• Minimum 5 years relevant working experience
• Excellent German and English skills required, spoken and written; additional language skills in French and/or Russian would be an asset
• Strong skills in project management and managing of donor contracts along all stages of the project cycle
• Strong skills in financial management (budgeting and expenditure control)
• Previous experience with ADA framework agreements desirable
• Experience of staff management of minimum 2 years
• Experience of working in intercultural and multinational settings, work experience in developing countries
• Sound understanding of key concepts like gender equality, poverty reduction and rights-based approach, as well as familiarity with related processes and institutions
• Ability to execute and take on complex tasks in a responsible, self-organized, structured and independent manner
• Enthusiasm for working in the field of development and travel
• University degree in social science, law and/or other disciplines relevant for development cooperation
