Cost Estimating & Planning Manager - Facilities Engineering

Key Accountabilities:
  1. Prepare standard cost estimating and scheduling approach/methodology and work break down structure for IES
  2. Develop database of rates, norms, equipment costs, activities and durations utilising previous project data, data from projects undertaken by Petrofac affiliates or third party data.
  3. Develop and maintain IES Cost Estimating Databases up to date and act as the point of contact within the IES for cost estimating data and norms.
  4. Produce high level cost estimates and schedules for onshore or offshore facilities using in house or third party data/software.
  5. Supervising and check/benchmark the work of other cost estimates and schedules produced by others (affiliates, partners or subcontractors).
  6. Capable of interfacing with business development, asset managers, project managers and discipline engineers of all disciplines as required
  7. Deep technical experience of capital cost estimates, both on a regional and plant level.  Taking responsibility to undertake due diligence, review and endorse the estimates and schedules prepared by others.
  8. Understanding of logistics, construction and contracting strategy impact on the Cost Estimate and Schedule.
  9. Analyse cost estimating data by identifying the trends for benchmarking cost estimates.
  10. Participating in risk reviews and progress meetings both internally and externally.
  11. Interface with affiliates, partners and subcontractors as necessary to ensure representative cost estimates.  Ensure that other information which is provided by others which is congruent with the class of estimate accuracy required.
  12. Preparation of reports and presentation of results for senior management.
  13. Taking full ownership of the work and reviews performed and providing assurance that sufficient work and accuracy of cost estimates and schedules prepared by yourself or others.
  14. Contribute to training and development of junior staff including identifying employee strengths and weaknesses and recommend training and development requirements. Provide coaching and mentoring as required.
  15. Prepare and document cost and schedule risk analysis there is potential to affect the outturn costs or economics of a project/asset
  16. Prepare for and participate in multi discipline (facilities, sub-surface, drilling and commercial) project/asset risk reviews/Risk Review Committees. Facilitate problem solving across teams if required.
  17. Help develop or review CTRs for cost estimating and planning work to be undertaken by affiliates or sub-contractors.
  18.  Provide oversight or manage cost estimating and planning activities undertaken by affiliates.
Key Skills:
  1. Capable of performing duties with no direct supervision and within agreed schedules and budgets.
  2. Establish, lead and grow Cost Estimating & Planning department and allocate resources as required.
  3. Capable of applying Risk Assessment techniques such as Monte Carlo simulation and of using @RISK or equivalent software.
  4. Capable of calculating Operating Costs as well as Capital Costs of projects, so enabling Discounted Cash Flow (DCF) and Net Present Value (NPV) assessments to be made when comparing project or development options.
  5. Excellent appreciation of offshore and onshore oil & gas facilities.
  6. Excellent intrapersonal skills.
  7. Manage or oversee the preparation of cost estimates and schedules.
  8. Excellent knowledge of external factors such as regulations, price trends and exchange rates.
  9. Knowledge of how Primavera & Microsoft Projects integrates into cost estimating.
  10. Excellent knowledge of Microsoft Excel and cost estimating software such as Questor or OGM and typical in house tools.
  11. Flexible and responsive approach to achieve IES assurance requirements.
  12. Capable of structuring bespoke technical reports and presentations.
  13. Presenting and discussing complex issues with Partners as well as project management and senior management.
