The Position
Roshan, an IPS company based in Afghanistan is seeking for a Director, International Services and Roaming to work within its International Carrier Relations and Roaming Team. The Director, International Services and Roaming will be responsible for overall management of the International Services division under Product Marketing.

A summary of the Director, International Services and Roaming responsibilities and tasks is as follows:
  • Formulates business strategy to meet current and future needs of international services

  • Provides market intelligence on local and international needs for possible new product development

  • Achieves business targets according to the business plan

  • Works with the legal and regulatory departments as well as the network teams on national interconnection

  • Establishes and manages business relationship with international carriers and suppliers

  • Compiles business proposals and conducts presentations to international carrier and customers

  • Negotiates bilateral agreement & accounting settlement and business development with international carriers

  • Rates negotiations and analysis on international telecom service

  • Liaises with network personnel regarding planning and implementation of capacity links and POP's

  • Works with legal & regulatory, department

  • Establishes new roaming agreements & signs preferred agreements with key operators

  • Sustains existing and grows roaming revenues

  • Increases the pre-paid roaming agreement base

  • Establishes wholesale SMS partnerships

  • Establishes implementation of roaming testing tools


  • The Requirements
  • University degree required /Masters preferred

  • 8 years of work experience in Telecommunications

  • 5 years management experience

  • Ability to analyze and interpret common financial reports, regulatory orders, and legal documents

  • Ability to analyze and interpret data

  • Ability to communicate orally and in writing in a clear and straightforward manner

  • Ability to communicate with all levels of management and company personnel

  • Ability to effectively present information to management and public groups

  • Ability to make decisions and solve problems while working under pressure

  • Ability to manage multiple projects at one time
