Scope: IRC has been active in Pakistan since 1980, mobilizing and empowering Afghan refugees and earthquake-affected Pakistani communities to take a proactive role in the provision and development of essential services. Today, IRC Pakistan works in partnership with local government and non-governmental organizations to manage and deliver large, complex programs to meet needs and support community building in a variety of sectors, including education, water and sanitation, reproductive health, women’s and children’s protection and empowerment, food security, and economic recovery and development.
IRC is seeking a Deputy Chief of Party (DCOP) for Operations, Procurement, Human Resources, Grants Administration, and Finance for a United States Agency for International Development (USAID)-funded project to support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan. The DCOP will work under the leadership of the Chief of Party (COP) and will be the responsible for all aspects of operation, administration, and financial management. This position is contingent on the IRC being awarded funding and is anticipated to begin in April 2013.
Job Responsibilities: Leadership and Management • Ensure application of documented policies and procedures for finance and all core operations functions to ensure ongoing efficient, effective support and compliance across the project; • Ensure that a system is in place for regular performance assessment of staff, including providing technical support and opportunities for development. • Develop, coordinate and implement plans for the control, monitoring and reporting of financial operations to include controllership, treasury, operational budgets and project budget; • Ensure that all financial information is consolidated on time and provided to the COP and Regional Director as appropriate for analysis and dissemination; • Provide guidance to and overall supervision of the project finance and sub-award teams; • Monitor the security situation and oversee implementation of security measures, including appropriate reporting; • Travel to field offices to provide technical assistance and oversight; • Ensure timely dissemination of new initiatives and policies and monitoring of implementation; • Ensure that the Islamabad project management office is effectively managed and that project staff have access to adequate transport, ICT, administrative and safety and security management support. Financial • Oversee the timely preparation, review, approval and submission of all internal financial reporting requirements, including month end closing and balance sheet reconciliations, ensuring that balances are adequately supported; • Manage and review the finance policies and procedures to ensure efficiency and effectiveness; • Direct the timely and accurate preparation of, and approval of all donor financial reports in respect to accounting, legal and contractual requirements; • Monitor monthly cash needs ensuring cash requirements of IRC and sub-awardees are met; • Oversee the development and implementation of a plan to minimize the project’s foreign exchange exposure to currency gains and losses; • Provide the project management team with monthly financial reports including budget status, ensuring potential issues are identified and addressed; • Work closely with senior management, subcontractors and implementing partners to develop and monitor annual operating budgets and budget updates; • Perform final financial reviews of budgets prior to approval and submission. Sub-award management oversight • Ensure adequate sub-award development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting and oversight of all sub-awards; • Monitor the effective oversight and support to recipients of sub-awards by the project to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations; • Monitor the timely submission of accurate financial and activity reporting by sub-award recipients. Operations Systems Quality Oversight • Assess and monitor compliance with institutional and donor operational policies and procedures through field visits and management report reviews; • Review performance of operations functions to identify strengths and weaknesses; support project management team and implementing partners to replicate the former and address the latter; • Ensure that regular and comprehensive risk and cost-efficiency analyses are conducted; • Monitor and review operational budgets to support financial stability, ongoing program viability, efficient cost structures, and appropriate spending.
Requirements: • MBA or Master’s degree from an accredited university in management or finance, or additional experience in similar types of programs; • At least 12 years of relevant technical experience in managing and implementing development programs in developing countries, particularly in education. • Demonstrated exemplary diplomatic, management, communication, and interpersonal skills; • Knowledge of regulatory, contractual, legal and financial compliance requirements associated with USAID funding; • Solid understanding of the Pakistani context, prior experience in Pakistan or the region preferred; • Diverse background in operations, with strong understanding of finance, administration supply chain, human resources, information technology, and business processes; • Previous work experience with a major general ledger software package – experience with SUN and Vision Accounting Software preferred; • Strong Computer skills: facility with MS Word, Excel, various accounting software; • Experience working in complex and fluid operating environments; • Strong interpersonal and training skills, with demonstrated cultural sensitivity and experience working with large and geographically dispersed teams; • Fluency in English is required, knowledge of Urdu is a plus.
