The European Public Law Organization is currently accepting applications for a Human Resources and Institution development short-term expert position to be mobilized in Kazakhstan.
This mission will take place in December 2012 to July 2013 for a total of 25 working days.
Objective
This assignment is for strengthening the capacity of the Republican Scientific Methodological Centre of Development Technical and Vocational Education and Qualification Assessment (RSMC) to provide research and assurance of the quality of VET, and particularly under activity 4 “Improvement of the efficiency of organisational and administrative framework of RSMC to effectively manage the existing and new tasks”. The objective of intervention is to assist the management of the RSMC to complete successfully the institutional changes in transition to a public joint stock company and building the management and administrative capacity at the organisational level, improvement of its structure and processes, and development of core organisational competences of its personnel for effective realization of RSMC functions.
Qualifications and Skills
Fluency in English language both oral and written;
Advanced skills in selection and management of trainers for realization of tailored training activities;
Knowledge of PCM – project cycle management;
Experience in report writing for EU-funded projects;
Ability to work as part of a team;
Excellent interpersonal and communication skills;
Ability to work under pressure when required;
Energy, drive and demonstrated commitment to programme goals;
Good ICT skill (MS Office).

15 years of experience in carrying out targeted development interventions in close collaboration with both public and private sector organisations;
5 years of experience in the provision of targeted interventions supporting organisations through a change environment;
15 years professional experience in training activities including TNA, designing of training, preparation of training materials, delivery, monitoring and evaluation;
10 years professional experience in the implementation of international donor-funded projects in pre-accession and/or developing countries;
Experience of international capacity building in the VET sector would be considered an asset;
Experience of privatisation of public sector organisations would be an asset.
15 years of experience in carrying out targeted development interventions in close collaboration with both public and private sector organisations;
5 years of experience in the provision of targeted interventions supporting organisations through a change environment;
15 years professional experience in training activities including TNA, designing of training, preparation of training materials, delivery, monitoring and evaluation;
