Nutrition and HIV Monitoring and Evaluation Specialist, FANTA III Project

Position Description:
Food and Nutrition Technical Assistance III Project (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
The Nutrition and HIV M&E Specialist works closely with FANTA’s Senior Advisor for Research and M&E, the Deputy Director for Global Leadership, FANTA’s Global Leadership team, FANTA’s Nutrition and Infectious Diseases (NID) cluster, and in-country staff to provide technical support for the development, testing and routine collection, analysis and reporting of indicators to monitor and evaluate the integration of nutrition into clinical services for people living with HIV (PLHIV). The Nutrition and HIV M&E Specialist will also have responsibility for other key components of FANTA’s non-HIV specific M&E activities, including the design and implementation of FANTA’s global Performance Management Plan (PMP) and providing technical assistance for the development of FANTA country-specific PMPs.
The Nutrition and HIV Monitoring and Evaluation Specialist will:
● Lead FANTA’s work in testing indicators and developing M&E tools, methods, and guidance related to Nutrition Assessment, Counseling and Support (NACS).
● Work in collaboration with FANTA’s NID Washington-based HQ team and with in-country staff to build the capacity of governments and implementing organizations to use and/or harmonize appropriate tools and methods to report on indicators related to NACS.
● Contribute to adaptation of forms for reporting on the global Harmonized Indicators for HIV and Nutrition. Provide recommendations and technical support for training of FANTA country staff on use of forms.
● Work with in-country programs to pre-test the collection of data on the HIV-free survival indicator. Document the results of these pre-tests, including any aspects related to the collection, reporting, and/or analysis of the indicator that require further development of systems and/or capacity building to ensure quality data. Assist with roll-out of indicator after completion of pre-testing.
● Identify priority areas for FANTA technical assistance related to M&E of NID at global level and in specific countries, based on reviews of gaps and consultations with partners and stakeholders. Collaborate with other (USG and global) organizations in designing, planning, and managing technical assistance related to M&E issues. Work with colleagues to design, plan and manage technical assistance activities and to support PEPFAR programs to address these gaps.
● Provide technical input into research studies designed to assess or evaluate the effectiveness of NACS for PLHIV and other infectious diseases.
● Provide technical input into emerging areas such as quality assurance and quality improvement (QA/QI) of NACS for PLHIV and other infectious diseases.
● Serve as a technical resource on M&E related issues for PVOs implementing Title II development food aid programs in the NID context.
● Participate in weekly meetings of the NID cluster.
● Oversee the design and implementation of FANTA’s global PMP, including the development and refinement of indicators in collaboration with FANTA technical staff, the collection of PMP data, and the development of criteria and protocols for undertaking FANTA “impact stories”.
● Provide technical assistance to country program staff in the design and implementation of country-specific PMPs to respond to USAID Mission needs. Respond to USAID Mission needs to harmonize PMP indicators with QA/QI data collection efforts.
● Contribute to the review of Title II M&E materials, including results frameworks, Indicator Performance Tracking Tables (IPTTs) and baseline, mid-term and final evaluation plans and reports.
● Contribute to the development of materials and delivery of FFP M&E workshops to new awardees. Support the design of delivery science research activities, and provide technical assistance with QA/QI in the context of Title II programs.
● Work with FANTA project management and communications staff to contribute to work plans and quarterly and annual reporting.
● Perform other job-related activities as assigned.
Minimal Requirements:
● Advanced degree in public health, epidemiology, nutrition or other related field. At least seven years relevant work experience in international health/HIV and nutrition and a master’s degree, or at least three years of relevant work experience and a PhD degree. Experience with USAID-funded activities, especially with PEPFAR activities. Experience in designing and implementing M&E systems in low income and resource constrained settings. Experience working in developing countries is essential. Previous work in partnership with ministries of health, national AIDS control programs, or national and local organizations desirable.
● Knowledge of USAID regulations and reporting requirements, particularly relating to PEPFAR and M&E.
● Excellent writing skills, with demonstrated ability to write effectively for a range of audiences and purposes.
● Superior oral communication skills and ability to present technical information to varied audiences.
● Strong analytical skills and ability to undertake problem analyses and organize diverse information in a systematic way.
● Demonstrated organizational and interpersonal skills. Ability to facilitate professional relationships and interact effectively with clients, colleagues and counterparts including representatives from USAID, host country government, team members, implementing partners, research institutions, and other technical organizations.
● Ability to work with teams consisting of people with different technical backgrounds and varying levels of technical training.
● Proficiency in French, Spanish, Portuguese, Swahili, or another language spoken in Africa preferred.
● Ability to travel up to 30% of the time.
