OVERALL RESPONSIBILITIES
The Senior Project Associate (SPA) provides financial monitoring and logistical support to the SIAPS Project under the supervision of the SIAPS Senior Project Officer. This includes two primary areas of focus: (1) program management support; and (2) financial and contractual compliance management. The Senior Project Associate aids the Country Project Directors (CPDs) and Portfolio Managers by providing the field-based SIAPS team members with budget monitoring advice and reports for inclusion in the CPD’s budget decisions. He or she works with SIAPS CPDs or activity managers in the planning, implementing, and monitoring of technical activities as needed and appropriate. He or she supervises the SIAPS Project Associate(s) (PA).
The SPA works as part of the SIAPS portfolio management team (SIAPS Deputy Director, Country Programs, Portfolio Manager and/or Country Project Director, and the PA) to facilitate project operations. In particular, he or she supports the SIAPS technical managers in monitoring program budgets, consultant agreements, and other contracts and procurements. The SPA adheres to MSH procurement integrity standards in all activities.
The SPA works with technical staff in the design and implementation of SIAPS activities and provides support to program implementation activities as needed and appropriate. This may also involve communication and coordination with USAID and other client organizations, field staff, and collaborating organizations.
SPECIFIC RESPONSIBILTIES
Program Management Support
- Work as part of the SIAPS CPD’s team to assist in the development of project strategies and work plans. Collaborate with staff to ensure that work plan budgets are adequately developed, include the necessary operational support to implement technical activities and are in compliance with SIAPS and USAID standards and requirements.
- Support the SIAPS CPDs and Portfolio Managers to monitor annual work plans and budgets to ensure adequate funding and resources are available. Assist with preparation of financial reports.
- Serve as primary liaison between SIAPS HQ and field offices on SIAPS project financial issues.
- Assist in developing and implementing project management systems to support technical activities.
- Coordinate with Country Operations Support Teams, as appropriate.
- Oversee the PAs in their coordination of all project logistics support.
Financial and Contractual Compliance Management
- Monitor SIAPS portfolio budgets. Investigate any variations from planned spending and integrity check MSH accounting data, ensuring issues are resolved.
- Assist the SIAPS Portfolio Manager in the analysis of trends and issues in SIAPS project spending and budget performance, and in forecasting projections. Serve as a resource to technical staff in interpreting financial reports and using budget data for portfolio management.
- Receive monthly field account replenishment requests after submission to MSH Accounting; compare such requests against approved work plan and budget and work with the CPD to identify areas of concern, as necessary.
- Supervise STTA tracking against approved work plans as part of agreement compliance.
QUALIFICATIONS
- Bachelor’s degree required, preferably combined with international development operations experience.
- Demonstrated programmatic, management, and interpersonal skills to effectively collaborate with other professionals and key stakeholders engaged in health care and international development work.
- Experience with USAID highly desireable.
- Supervisory experience preferred.
- Demonstrated excellence in effective writing and verbal communication. (English required; language competency in French or Spanish is a plus).
- Demonstrated strong computer skills in all Microsoft Office applications, particularly in Excel.
- Availability to travel internationally, if needed.
