SUMMARY:
Counterpart International is seeking a Chief of Party for an anticipated 18 month, $1.6 million Elections and Political Process Reform Program in Senegal. The program will build the capacity of the Senegalese National Assembly and Civil Society to effectively contribute to and support critical reforms for strengthening the country’s democratic institutions and processes. As Chief of Party, this individual will represent Counterpart to USAID, local and national Senegalese Government authorities, CSOs, community members, partner organizations and other relevant donor organizations in Senegal. The Chief of Party will provide vision, technical leadership, financial and administrative oversight of the program and will serve as the principle institutional liaison to USAID as well as the Government of Senegal.
DUTIES AND RESPONSIBILITIES: • Provide technical and managerial leadership on issues of electoral and legislative reform, civil society development, and capacity building. • Lead design and implementation of all program components and activities. • Facilitate learning and integration of Counterpart’s regional best practices on elections and citizen engagement initiatives. • Ensure the highest quality of program monitoring, evaluation, reporting and communications. • Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
QUALIFICATIONS: • A minimum of 8 years relevant experience in managing similar elections and civil society programs in a senior management position.
• Master’s Degree in Management, Political Science, International Development, Public Policy or a relevant field of study preferred. • Technical expertise in several of the following: governance strengthening, electoral reform, organizational capacity building, advocacy, legislative strengthening, community participation and gender. • Demonstrated ability to coordinate with other donor democracy and governance programs, in order to leverage synergies and complementarities to maximize results. • Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements. • Experience managing complex USAID programs with sub-grants and multiple local partners is highly desired. • Strong presentation and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders. • Experience working with civil society and government entities in Senegal or the West African region. • English and French fluency required.
