OXFAM PURPOSE: Oxfam works with others to overcome poverty and suffering. TEAM PURPOSE: Oxfam in MEEECIS works to ensure civilian protection, increase economic opportunities, and secure access to reliable public services. JOB PURPOSE: To support and deliver development and implementation of regional media advocacy and campaigning in support of Oxfam’s corporate priorities.
DIMENSIONS: • Expert knowledge of Middle East or Russian media environments. • Expert knowledge and experience of researching and using stories (in line with Oxfam’s campaign objectives), delivering media strategies and creative ideas to communicate Oxfam’s message. • Provides specialist advice and training to colleagues at all levels on Oxfam's positioning in the media. • Plans/objectives contribute to broader programme strategy and can involve collaboration with other departments, collaboratively develops media strategies based on programme priorities. • Makes independent decisions and solves problems on routine, new and complex issues. • Uses well developed influencing, negotiating and sales skills to achieve goals and decision-making requires significant levels of judgement. • Able to manage varied workload and be flexible enough to respond to opportunities when they present themselves. Able to balance reactive approaches with contribution to planned, strategic initiatives. • To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies.
KEY RESPONSIBILITIES: 1. Lead regional co-ordination of engagement with international and national media to build Oxfam’s global campaigning impact. 2. Support the development and delivery of a regional communications strategy that contributes to achieving Oxfam’s policy and practice change objectives with particular focus on media institutions and linked to other work on funding, policy advocacy and campaigning.
3. Support and train the Regional Director, regional and country managers, campaigns/policy and other staff, and partners in the region to actively engage with media opportunities; provide media support to all countries in the region as appropriate. 4. Deliver regional and national media coverage by researching stories and developing effective media strategies that position Oxfam through writing and placing stories, organising press conferences, media briefings. 5. Support and develop Oxfam spokespeople through training and accompaniment of programme staff for active and compelling communications and to carry out media work and direct lobbying on Oxfam’s global campaign priorities. Foster region wide consistency and best practice in our media relations. 6. Build relationships with Arabic, Russian and other regional and global media, in coordination with Media and Communications Officers based across the region. 7. Manage Regional Information and Communications Officer to ensure accurate, timely and compelling information and stories that illustrate programme work are used in Oxfam communications. 8. Support the Oxfam Media Unit and other international media staff to co-ordinate work, information sharing and exchange of best practice and learning.
SKILLS AND COMPETENCE: E = Essential D = Desirable 1. Considerable experience of working with or in the media and strategic communications. (E) 2. Knowledge of international and national mass media, a variety of media (including press, internet, print) and a track record of success and achievement in media work. (E) 3. Experience with communications, research and design to support media work (E). 4. Understanding of development issues and knowledge of the role of NGOs in development, humanitarian and advocacy work (D). 5. Excellent written and verbal communication skills. (E) 6. Demonstrable commitment to Oxfam’s aims and policies and to ensuring that Oxfam principles, especially on gender and diversity are consistently communicated (E) 7. Excellent inter-personal skills, negotiation skills and ability to influence others together with ability to work in multi-national, multi-cultural teams and to develop good, effective and collaborative relationships (E) 8. Proven ability to capacity build and develop others through training and accompaniment (E) 9. Demonstrable ability to think strategically, organise, plan and prioritise work to achieve results (E) 10. Knowledge of a part of the MEEECIS region and fluency in a major language in the Region an advantage (Arabic, Russian) (D)
OTHER: This post will report directly to the Regional Campaigns & Policy Manager and the post-holder is expected to work closely with the Regional Director. The post-holder is also expected to work with other regional media and policy staff to develop a multi-year policy and communications strategy and annual work plans within the parameters of established corporate priorities. Annual work plans will include proactive media work, and a percentage of time for reactive media work. In order to help fulfil the aims of building Oxfam as a global campaigning force the post-holder is also expected to work closely with staff in other Oxfams, a number of locations and departments in Oxfam GB, especially in the Campaigns and Policy Division and especially with the Media Unit. Other: Up to 12 weeks travel per year, mostly overseas, sometimes at short notice.
