REQUEST FOR APPLICATIONS FOR AN ECONOMIC STRENGTHENING IMPLEMENTATION PROJECT

Dear Prospective Applicant:
The American Red Cross (ARC) is pleased to announce the release of a Request for Application (RFA) for ECONOMIC STRENGTHENING (LAMIKA PILLAR II).
ARC expects to award a Grant Agreement to the Applicant whose application offers the best prospects for success and value. The anticipated total funding amount cannot exceed $1,380,000 USD. ARC may grant an award on the basis of initial applications received, without discussions or negotiations. Therefore, each initial application should contain the applicant's best terms from a cost and technical standpoint.
ARC will ensure, to its best efforts, that at the end of the Agreement, the outlined goal; ‘To enhance local markets and household economies, providing opportunities for income and asset security’ is achieved along with the four outcomes 1) Increased sources of livelihoods through viable demand driven microbusinesses; 2) Enhance income-generating opportunities through marketable vocational or business skills development; 3) Improved access to markets through creation of linkages between buyers and sellers in target communities; 4) Increased access to micro-finance and grants to encourage local entrepreneurs, micro and small sized business development. Issuance of this RFA does not constitute a commitment on the part of ARC to award any grants. Furthermore, ARC cannot reimburse Applicants for costs incurred through participation in the application process.
Participating in and responding to this RFA is at the risk and expense of the applicant.

Who Should Apply?
An International organization interested in becoming an Implementing Partner (IP), either individually or as a consortium , with demonstrated experience in Haiti, technical, managerial and financial capacity to execute an urban livelihoods program, are encouraged to apply.

The objective of this conference is to allow potential Applicants to meet directly with ARC staff and ask questions to clarify the scope of work and/or application process. A pre-proposal conference will be held on March 22nd, 2013 from 10:00 am at American Red Cross at 22 Rue Metellus, Place Boyer, Petion-Ville, Haiti. Travel and accommodation costs are not provided for any participants.

Each applicant is expected to fully inform themselves on all aspects of the scope of work and submit its proposal in accordance with instructions provided. Applicants are expected to familiarize themselves with local conditions and take them into account in preparing their proposals.
