Scientist II (Director of Research and Evaluation)

We are currently seeking qualified candidates for the position of Scientist II (Director of Research and Evaluation) in the Economic Development and Livelihoods (EDL) Department to be based in Washington, D.C. or Research Triangle Park, N.C.
 
Position Description:
 
FHI 360’s economic development programs help women and men create a sound economic future for themselves and their families. Our work focuses on increasing productivity, employment and household incomes. The EDL Department in Washington DC oversees a portfolio of more than 20 international development programs focused on economic strengthening, improving access to financial services, entrepreneurship and employment, and private sector development. Our programs include on-the-ground implementation, technical assistance, and program design services for USAID Missions.
 
EDL is currently recruiting for a Director of Research and Evaluation to provide leadership across the Economic Development & Livelihoods Department on designing and implementing rigorous impact evaluations. The position will be primarily responsible for overseeing EDL’s current Women’s Leadership in SMEs evaluation, overseeing the design, management and oversight of all aspects of a 3-country research study that will look at the impact of various interventions on the ability of women to enter and grow Small and Medium-Sized Enterprises (SMEs). In addition, this position will provide strategic leadership and quality assurance for other EDL projects conducting evaluations and research. As such, candidates should have demonstrated experience in economic development program design, implementation, and evaluation in an international setting, a strong research background, demonstrated knowledge of both qualitative and quantitative methods, and experience having designed and conducted rigorous impact evaluations.
 
Job Responsibilities:
 
  • Initiates, directs, and executes all scientific research and/or development strategies in research studies and scientific projects or the provision of research-support services.
  • Plans and executes training/training materials for research studies and internal and external researchers.
  • Makes major contributions to scientific literature and conferences and acts as spokesperson on corporate research studies and scientific projects and advises executive management.
  • Interfaces with various departments and serves as an internal consultant.
  • Prepares and approves packages for IRB review with required documentation to initially review the study (i.e., protocol,  informed consent form, recruitment advertisements and any written information to be given to subject(s)
  • Ensure adherence of research ethics in all assessments and studies
  • Plans and directs schedules and monitors budget/spending and ensures consistent practices throughout all phases of the project life cycle.
  • Drives the development and manages the execution of high quality, integrated cross-functional plans for projects.
  • Provides clear direction on research requirements to meet expectations of external customers and business stakeholders.
  • Selects, develops and evaluates personnel to ensure the efficient operation of the function.
  • Represent project work in national, regional or global forums, networks and advisory groups, and consultative sessions or conferences.
  • Oversee development and implementation of the capacity building plan for project staff and partners.
  • Oversee documentation and publication of project activities and achievements.
  • Keep updated on the newer developments in terms of policies, guidelines and technical developments.
  • May require international travel
 
Minimum Requirements: 
 
  • 8-12 years of experience designing research protocols, managing research implementation and evaluating impact in international development programs particularly in economic and social development context, 15+ preferred.
  • Doctoral degree (PhD) required in social sciences or its international equivalent.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Excellent writing and verbal communication skills.
  • Demonstrated technical knowledge and research ability and experience.
  • Proven skills in management, supervision, leadership and networking.
  • Informed of current program developments in division/unit/technical area.
