Key Responsibilities and Duties:
- Revise and update the chart of accounts;
- Develop accounting policy and accounting handbook;
- Suggest improvements for accounting department and KIMEP as a whole;
- Identify potential sources of risk and develop a risk management system;
- Elaborate strategy towards conversion to NFP accounting financial reporting;
- Control compliance with tax code and regulations;
- Control compliance with the IAS and IFRSs;
- Cooperate with audit companies, arrange necessary conditions and prepare documents for audit;
- Participate in elaboration of internal control;
- Record and report shortage, waste, theft of assets;
- Ensure proper operation and maintenance of the accounting system;
- Control changes made in chart of accounts, software database;
- Evaluate performance of employees within the Department and make suggestions about their salaries, training and development;
- Participate in specialized commissions for acceptance, transfer, and write-off of tangible assets;
- Provide accounting and control of sponsorship and grants;
- Restore accounting records for past periods whenever required;
- Provide control and keep accounting information and documents both in printed form and electronic version for current and past periods;
- Arrange archiving system for accounting and fiscal documentation;
- Develop models of primary and internal accounting documents used to process business transactions;
- Continuously control cash payments and bank payments;
- Ensure a proper calculation and timely transfer of payments to state and local authorities;
- Organize timely reflection of operations on assets and liabilities accounts;
- Organize records of revenues, expenses, gains, losses resulting from KIMEP activities;
- Ensure reliability and integrity of accounting information;
- Recognize revenues;
- Oversee students billing, implement, and follow up the “Agreement on debt payment” between students and their guarantors and KIMEP;
- Verify bookkeeping records;
- Maintain and control the general journal;
- Maintain and control the General Ledger;
- Reconcile bank accounts daily;
- Audit revenues on a weekly basis;
- Semi-monthly reconciliation of accounts payable;
- Semi-monthly reconciliation of accounts receivable;
- Prepare monthly trial balances;
- Make monthly closing of accounts and monthly reconciliation of all accounts;
- Audit payroll on a monthly basis;
- Monitor Accounts Receivable aging;
- Trigger and monitor collection of students accounts receivable and other accounts receivable;
- Monitor write-off and loss of assets;
- Prepare quarterly interim financial reporting for management purpose;
- Prepare annual financial reporting for management and audit purpose;
- Prepare any reports as might be required by the Management;
- Other responsibilities as might be assigned by the Management;
- Cooperate with the Senior Tax Officer, the Budget Director and Controller, and the Director of Accounting Systems;
- Comply with the Law of the Republic of Kazakhstan on Accounting and Financial Reporting as amended and supplemented on December 4, 2008 #97-IV, June 30, 2010 #297-IV, July 10, 2012, December 26, 2012;
- Comply with the “Duties and requirements set by the Order of the Minister of Labor and Social Protection of the Republic of Kazakhstan, 21 May 2012 #201-P.M.
Minimum qualifications:
- Higer (or graduate) education in a related specialization;
- Minimum five years of experience as a Chief Accountant or minimum eight years of experience as a Deputy Chief Accountant in a public accounting firm, large company or in a large education institution;
- Administrative and operating skills in 1C accounting software;
- Experience in IFRS and law of the Republic of Kazakhstan on Accounting and Financial Reporting and Taxation;
- Fluent in English;
- Accuracy; Timely performance; Responsibility; Excellent organization skills; Excellent oral and written communication skills; Strong analytical skills; Collaborative working style.
Preferred qualifications:
- Certified Professional Accountant according to the Law of the Republic of Kazakhstan on Accounting and Financial Reporting;
- Holders of CIPA, ACCA-Dip IFRS, or Certificates of professional accountant issued by international institutions members of the International Federation of Accountants must be Certified Professional Accountant according to the Law of the Republic of Kazakhstan on Accounting and Financial Reporting.
