Project Director I-MP Health Sector Reforms Program in Bhopal India

Position Description:
 
FHI 360 started its operations in India in the mid-90s and positioned itself as a technical assistance agency in the area of health particularly HIV and AIDS, reproductive health/family planning (RH/FP) and health systems strengthening (HSS). Through research, technical assistance and service delivery, FHI 360 builds on scientific knowledge and evidence, as well as human and institutional capacities of local NGOs and Government at the national and state levels. In July 2011, globally, FHI acquired programs, expertise and assets of Academy for Educational Development (AED), building on its strategic approach to reach beyond health and embrace broader sectors of development. FHI 360 represents the broader and the more diversified organization as a result of this merger.
FHI 360 Consortium has been selected by DFID to support a Technical and Management Support Team (TAST) in Madhya Pradesh under the Madhya Pradesh Health Systems Reforms Project (MPHSRP). The current funding is for three years starting 1 April 2012 until 31 March 2015. This position will be based in Bhopal and will work closely with the different departments of the GoMP to support them in achieving ambitious results across Health, Nutrition and WASH sectors.
As a Project Director, this position ensures high quality Technical Assistance is provided to the Government of Madhya Pradesh (GoMP) against all the committed work plans that are approved by Department for International Development (DFID), UK and the GoMP. This position provides overall technical and operational leadership to the Madhya Pradesh Health Sector Reforms Program and works in close coordination with senior government officials from the departments of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) .
 
The India Project Director I-MP Health Sector Reforms Program will:
  • Provide strategic leadership and manage the day-to-day operations of the Madhya Pradesh Health Sector Reforms Program, including consortium management and managing partnerships with GoMP, DFID and all key sub-grantees including consortium partnerships and technical advisory members and senior consultants.
  • Lead in providing oversight, technical direction, and implementation of strategies and interventions for maternal and child health (MCH), Family Planning (FP), Malaria, Nutrition, Human Resource (HR), Public Finance and on Governance issues.
  • Provide supervision and technical support for assigned technical specialists within TAST, which requires delegation of responsibilities and assignments, performance monitoring and evaluation as well as jointly coordinating activities for the development and management of new reform activities.
  • Provide leadership in coordination with the other domain specialists and highest level of government partners from the department of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) in finalizing work plans, timelines, and deliverables.
  • Guide and supervise the Program Management Specialist in the implementation of technical assistance for community-based pilots and approaches to improve MCH, Nutrition and WASH outcomes in the identified 10 underserved districts.
  • Lead on the efforts to strengthen convergence of MCH, Nutrition and WASH activities between DH&FW, DWCD, RD and PHED at all levels of service delivery.
  • Work closely with the Mission Director, NRHM in keeping abreast of the developments in the health sector and suggest appropriate reforms keeping the social, economical and political situation of the state in view.
  • Identify and support the Technical Specialists to develop Terms of Reference (ToR) for technical inputs that cannot be provided by core staff or the internal resource pool and ensure quality outputs.
  • Accountable for ensuring timely delivery of all the key results committed to the GoMP and DFID under the MPHSRP.
  • Ensure timely submission of monthly, quarterly progress reports, semi-annual reports and others to DFID and GoMP.
  • Represent TAST in relevant meetings that have bearing on the MPHSRP.
  • Identify and establish linkages to foster a network of research and academic institutions, NGOs, and international organizations to expand knowledge base as appropriate.
  • Perform other related duties as assigned by the Supervisor/HSS Advisor and Country Director.
 
Minimal Requirements:
 
Bachelor’s degree or its international equivalent in Public Health, Community Medicine or a Master of Science in international health or related field. Masters degree preferred. Minimum of 8+ years of work experience in public health programming and policy and 5-7 years in a management and supervisory position. Ability to travel within country or region and internationally if needed.
Dynamic, self-motivated and committed to the welfare of disadvantaged populations.
  • Prior experience working on projects that included responsibility for technical assistance to government for scaled-up, evidence based, results oriented programming.
  • Prior experience of leading large consortiums preferred. 
  • Ability to lead, supervise and mentor multi-disciplinary and multi-functional team and with partners especially with government departments and senior officials.
  • Ability to draw upon high-end international and national technical and management resource and expertize based on emerging requirements of technical assistance.
  • Prior experience of working in Madhya Pradesh preferred. 
  • Prior experience working for other INGOs and government sector preferred.
  • Knowledge of Government systems and processes is essential.
  • Excellent interpersonal, liaison and negotiation skills.
  • Excellent oral and written communication skills.
  • Strong analytical and strategic planning and management skills.
  • Computer proficiency in Word, PowerPoint, Excel, and Outlook.
  • Prior experience of managing large funds including large procurements and sub-contracts and institutionalizing systems to track utilization and deliverables linked payments.
