Associate Country Director

We are looking for an
Associate Country Director
for Bangladesh
40 hours/week
Duty station: Dhaka
Starting date: April 2013
Oxfam Novib is working in Bangladesh on development, humanitarian and campaigning work. Oxfam Novib works closely together with mainly partner NGOs, other Oxfam affiliates and donors.
Oxfam Novib has decentralised its full program to Bangladesh on, December 15, 2012. For Oxfam as a whole, Oxfam GB is the leading affiliate. Oxfam Novib is an important implementing affiliate.
As the Associate Country Director you’ll be responsible for developing and implementing a country strategy that continues to deliver high levels of programme impact in the humanitarian, campaigns/advocacy and development sectors, against a background of chronic and deep poverty, frequent and ongoing vulnerability to natural disasters and a complex political environment.
The Associate Country Director:
• Reports to: Regional Manager based in The Hague
• Supervises in the hierarchy: 5-15 staff
Objective of the position
Ensure the delivery of the relevant Oxfam Novib country strategy and the delivery of Oxfam Novib part of the SMS process and identify and funding opportunities Has overview and is responsible for progress on Oxfam Novib’s assigned part of the strategy and operational plan. Is HR responsible for assigned staff.
Main tasks
 
  • Ensures the delivery of the relevant part of the approved JCAS and the implementation and updating of the Oxfam Novib country strategy and reports on progress towards agreed results as agreed in the policy cycle;
  • Is member of and represents Oxfam Novib in the Country Leadership Team (CLT) to ensure the delivery of the Oxfam Novib part of the JCAS and the optimal position of ON within the country office;
  • To monitor the progress of the program strategy and approach including (the planning of) the evaluation and learning aspects and to inform the MA of any risks and/or changes that may affect progress;
  • Supports the development of the JCAS, to be involved in managing the CLT transition plan to SMS, ensuring implementation, learning and review within the affiliate;
  • Ensures that all media and advocacy statements are signed off by the Managing Affiliate prior to publication;
  • Develops and manage donor and partnership contracts for direct program work managed by Oxfam Novib;
  • Build relationships with donors and develop realistic funding target according annual plan;
  • Ensures adherence of the ON programme to Oxfam policies and standards for program, program management, finance and HR;
  • Ensures adherence in the Oxfam Novib country team to the Oxfam code of conduct, security guidelines and health & safety;
  • In the event of an Oxfam humanitarian response, to ensure ON’s contribution to the humanitarian response delivery by making rapid decisions about resources and staff deployment; Is responsible for the ON part of the country fundraising strategy, coordinates the fundraising opportunities as part of the Country Leadership Team;
  • Coordinates and ensures the delivery of the information and input needed for the different HQ departments, if needed with input and support from the regional manager;
  • Manages the appointed staff on a day to day to basis, and to perform all HR tasks, such as work meetings, performance interviews, accepting reports of absence and recovery and passing them on to HR, meetings on frequent absence, co-ordinating and advising on the recruitment and selection procedure;
  • In the context of decentralisation, ensures oversight of the operational functions of the Field Office, including negotiations with relevant external parties (legal, landlord, government, auditors, IT support etc); to ensure that appropriate and effective logistics, administrative (including procurement), ICT and financial structures and procedures are established and maintained in accordance with donor and Oxfam Novib compliance systems.

  • With the regional manager, country director and other Oxfams regarding the JCAS: programme delivery, project progress and budget expenditure;
  • With all members of the ON team regarding the delivery of the Oxfam Novib country strategy;
  • After consultation with regional manager: with relevant staff at HQ departments like Knowledge & Programme Management, Marketing & Fundraising, Communications, Lobby and Special Projects & External Funding for sharing and delivering information;
  • With other Oxfams to co-ordinate and co-operate regarding the support of local partners, regional policy, campaigns and lobby.
External
  • With donors and other key stakeholders, to keep informed of country developments and programme progress and funding opportunities;
  • With Oxfam Novib counterparts and partners of the specific donor programmes.
You
We are looking for an inspirational leader with extensive experience of international programme development and strategy in a humanitarian context. So you’ll know all about managing donor and partner relationships, and be confident overseeing large budgets. Also you’re up to the challenge of motivating and developing geographically remote, multidisciplinary teams. More than that, you’ll have an understanding of the factors driving poverty, marginalisation and vulnerability in developing countries like Bangladesh, and be able to think politically and strategically in challenging situations. And as well as being analytical and flexible, you’re results driven and capable of facilitating change.
We offer
A salary based on Oxfam Novib scale 10, (this salary is in the range of € 3.229,- and € 4.969,-) this is excl. 8% holiday allowance, additional expat allowances will be offered.
