Evaluation of DCAF Programme ‘Assisting Security Sector Reform in the Palestinian Territories’


DCAF is seeking applications from qualified consultants or companies to carry out an evaluation and assessment of the impact of an ongoing security sector reform assistance programme in the Palestinian Territories.
Background
Since 2009, the Geneva Centre for the Democratic Control of Armed Forces (DCAF) has been implementing a programme to assist Palestinian security sector reform. In the framework of DCAF’s country strategy for the occupied Palestinian territory (oPt), the programme serves to support Palestinian security sector reform in line with democratic principles and gender mainstreaming. During the implementation of the programme, DCAF has been cooperating with local partner organisations that have expertise in the field of security sector reform or gender. The purpose of the evaluation is to assess the impact of one specific DCAF programme in the oPt (short and mid-term), as well as to gather lessons learnt in order to develop and improve the design of future projects in similar fields. The programme to be evaluated covers the period from January 2009 to June 2013 with a value of € 1’175’219.04.
Outputs
Expected outputs include:
- An agreed evaluation plan and methodology;
- A final evaluation report in English of not more than 60 pages, with an executive summary of no more than 4 pages, to be submitted in hardcopy and electronic version by 30 August 2013.
The consultancy is expected to take place between May 2013 and August 2013.
Qualifications
DCAF is looking for applicants with a strong track record in conducting evaluations for security sector and/or gender programmes.
Specific skills and competences sought include:
- Advanced degree in international development, social sciences or related discipline;
- Minimum of five years practical experience in monitoring and evaluation for development programmes;
- Conceptual knowledge in areas such as security sector governance, rule of law, public management and reforms;
- Proven experience of gender issues within M&E;
- Knowledge and experience of the regional context;
- Excellent writing and verbal communication skills in English. Arabic skills are an asset.
Priority will be given to a mixed team composed of one local expert and one international expert. The working language will be English.
Proposal
The proposal must contain the following elements:
1. Cover sheet (see below for where this can be obtained)
- Name of the evaluator(s)
- Evaluation title: External Evaluation of DCAF Programme ‘Assisting Security Sector Reform in the Palestinian Territories’
2. Evaluation methodology, including preliminary evaluation matrix, on the bases of the terms of reference
3. Evaluation plan, including a detailed time scale
4. Budget (detailed breakdown), according to evaluation plan
5. Example of a previous similar evaluation
6. Personal profile of the evaluator(s):
- Detailed CV of the company (if applicable)
- Detailed CV of the evaluator(s)
