Position Summary
The General Manager Engineering is accountable for the engineering of the LNG liquefaction Plant and the technical interfaces with the pipeline and upstream. This includes the technical quality assurance and procurement deliverables associated with the engineering and delivery of the Plant FEED and EPC contract and any supporting contracts. Other responsibilities include:
• ensuring the Plant is designed, built, commissioned and operated in full compliance with BG and international standards 
• leading the development of the Safety Report of the Plant through industry recognized practices including, but not limited to, QRAs, HAZIDs, and HAZOPs
• ensuring all safety and environmental commitments required corporately and by legislation are met and incorporated into the design 
• implementing the technical HSSE/AI improvement plans and the Technical Interface Document to ensure consistent technical assumptions throughout the value chain
• development, embedding and efficient/effective use of and compliance with the BG Group Value Assurance Framework (VAF), Capital Investment Process (CIP), Group Review and Approvals Planning System (RAPs), Contracts Assurance Framework (CAFS) and the Business Risk Management Process (BRMP)
• working with BGA and key Group Technical Authorities (GTA) to ensure transfer of Group knowledge on LNG project delivery and operations to/from USA, UK, Trinidad and Egypt
• managing and mitigating technical and contractual risks associated with the Plant and its upstream operations
• ensuring adequate front end loading and definition though the early stages of projects
• ensuring rigorous risk identification and management of all technical aspects of the LNG project
• accountable for maintaining close and proactive liaison with BGA technical functions to ensure access to the Group's functional excellence programmes (including compliance with all BG Group Standards and any deviations/waiver management processes), and to ensure critical knowledge sharing between elsewhere in BG is promoted
• to coordinate, with BGA, the recruitment of business critical technical staff into the LNG project, especially those with the potential for deployment elsewhere in the BG Group upon completion of their assignment

The role has the potential to materially and fundamentally impact the successful delivery of major LNG projects with capital costs of approximately $10billion and protect/generate value and mitigate/manage risk. Hence, the incumbent will need to be able to work across multiple technical functions, providing input to the development of the project economics and contributing to the development of business critical contracting strategies. 

At early stages of the project (prior to and including FEED) the incumbent could be fully responsible for all technical aspects in the development of Venture Strategy and contracting strategy developing technical scopes of work and contracting for and managing them.
Key Accountabilities
The GM Technical is accountable for the safe delivery of the engineering and procurement scope of the works for pre-FEED, FEED and EPC for LNG projects up to $10 billion in value.
Other accountabilities are:
a) ensure technical compliance with the FEED and EPC scope of work
b) ensure compliance with BG Standards and where appropriate approve any technical dispensations prior to endorsement by BGA
c) ensure compliance with the BG Group VAF/RAPs/CAFs & CIP processes
d) manage and mitigate the technical content of the risk matrix
e) promote active technical knowledge sharing of best practices and lessons learnt both within the project and with BGA
f) collate and understand Lessons Learned from all BG projects and operating facilities, including plant performance and process limitations for surface facilities, issues impacting on project scope definition, plant availability and reliability, and cost/schedule in order to maximize the value and operability of new and existing Assets
g) liaise with the BGA parenting manager in the recruitment process for technical staff occupying business critical positions, or who may ultimately be assigned to senior roles in other BG Group assets
h) initiate and maintain effective liaison with other specialist functions within BGA and Group Office, such as Capital Projects, HSSE, Operations, Contracts, etc. (as relevant) as part of the development of robust and optimised solutions
i) ensure that the engineering and procurement team are effectively resourced, skill gaps are identified and appropriate systems are in place for the engineering competence and effective succession planning is undertaken
j) lead and manage PEER Reviews and Technical Assurance Functional Reviews to ensure compliance with the BG Value Assurance Framework and approvals procedures.

He/she will regularly make recommendations to the members of the project leadership team and BG functional management that materially impact value and overall project delivery.

Unique Knowledge, Skills, Experience and Attribute
Experience Needed:
Ability to lead and manage a technical team to deliver a challenging scope of work in an accelerated time frame.
Build, develop and maintain a strong relationship with major EPC contractors.
Ability to deliver technical assurance with compliance to all BG and International Standards.
Able to build key alliances and coalitions in support of technical risk and assurance activities across existing business and project scope.
Energy-industry management experience spanning a range of technical functions, able to communicate and influence across multi-disciplinary teams.
Extensive experience in upstream and downstream Development Engineering and delivery in multiple projects and operations, covering onshore and offshore oil and gas production and associated facilities in a client/operator environment, at a senior level.
Extensive experience of engineering in all lifecycle phases, including feasibility, concept selection, FEED, detailed design, commissioning and operations and for projects and operations with high complexity and focus.
Significant experience in client/operator roles in the management of contractors with active involvement in the application of quality assurance and quality control: including reviewing models, calculations, philosophies and designs and active participation in reviews and risk/hazard management activities.
Recognized, successful, leadership track record in major capital projects.
Leadership style aimed at developing future leaders.
Experience of building strong, collaborative relationships between parties with different priorities and perspectives.
Significant experience leading multidisciplinary teams and in the assembly of teams to resolve specific technical issues.
Experience in the application of functional assurance processes to engineering activities.

Specialist Knowledge/Languages:
 
BSc. / MSc. / BEng in relevant Engineering discipline and a Chartered Engineer or equivalent.
Confidence and clarity will be essential attributes in establishing relationships with colleagues and stakeholders.
Direct experience of management of a complex set of stakeholder interactions in the successful delivery of a major capital project.
Ability to synthesize key issues from the most complex situations and to translate these into pragmatic advice around a set of actionable items.
Skill in strategic thinking; ability to connect disparate information and determine a longer term vision and tactical steps to agree and deliver a result.
Able to manage and lead teams during periods of high uncertainty and to manage risks from conceptual design to project execution.
