Monitoring and Evaluation Officer, Batticaloa, Sri Lanka
Project/Proposal Summary: MSI is seeking a long term staff member for a donor funded project strengthening the capacity of local civil society organizations to deliver participatory development and strengthen citizen-government interactions around development issues. program will be national in scope but will also have specific regional emphasis.
Position Summary: The Monitoring and Evaluation Officer is responsible for all monitoring and evaluation activities of the project in the Eastern Province of Sri Lanka. He/She will support the implementation of a results-based monitoring and reporting system that will track project progress from inputs to outcomes. The M&E Officer will work under the direct supervision of the Regional Manager and will report to the Senior Monitoring and Evaluation Manager. The M&E Officer will also work closely with SPICE grantees in the region. This will be a full time position based in Batticaloa with substantial travel to other districts in the East.

Responsibilities
  • Support grantees in the region to design project’s log frame, results indicators, indicator definitions, and data collection methods.
  • Monitor field Level grantee projects and training grantees on monitoring and evaluation.
  • Meet periodically with grantees’ and subcontractors’ staff to discuss the status and quality of reporting.
  • Contribute to meet donor reporting requirements, including writing case stories, success stories and making photo documentation.
Qualifications:
  • Minimum of four years’ experience working on donor funded projects.
  • A relevant graduate degree in a related field is required.
  • Proven experience using and developing log frames or logic models, and indicator development.
  • Experience in managing data collection systems, collecting and analyzing data, and writing reports.
  • Experience with USAID will be an advantage.
  • Experience on M&E or governance, reconciliation, Gender, Capacity Development projects are essential.
  • Fluency in English and one national language required; proficiency in a second national language desired.
  • Experience working in the North and Eastern Province of Sri Lanka is preferred.
  • Proficiency in Microsoft Office products and Knowledge of databases required.
