Position Summary
The position exists to provide governance and assurtaqnce over the maritime risks associated with the chartering and operation of deep sea liquified gas and/or oil transportation assets.
Key Accountabilities
Monitor and assess by auditing and/or inspection (or other equivalent methods) the condition and operational quality and safety of BG Owned and Time Chartered (Controlled) deep sea vessels employed in the transportation of hydrocarbons (LNG, LPG, Oil, Refined products) for any BG asset or business activity world wide and work to continuously improve the operational performance and safety aspects of these key BG vendors to best industry standards and practices.
• Monitor and assess by auditing all deep sea vessel Technical Managers, and work to continuously improve the operational and safety aspects of these key BG vendors to best industry standards and practices.
• Effectively implement and assess compliance against the BG Marine Deep Sea Vessel Assurance Standard and industry best practice guidance.
• Ensure pre-fixture port clearance between BG chartered vessels and each loading and discharge marine terminal in accordance with the GS requirements for port clearance procedure.
• Directly support the Ports & Terminals Quality Assurance Advisor in assessing and facilitating compliance with BG marine terminal standards and industry best practice guidance of BG owned, JV, and/or third party terminals via audits or ship-shore interface visits,
• Supervise the efforts of, and serve as a mentor to, more junior Maritime Quality Assurance Superintendents world wide.
• Participate in Emergency Drills and Exercises with ship Managers, Owners and Terminals to ensure that an effective response can be available for any Marine related incident and assist with updating BG Emergency Response Plans from lessons learnt.

2. RESPONSIBLE TO THE DEEP SEA QUALITY ASSURANCE MANAGER for:
• Monitoring the Incident Management Duty phone on assigned weeks
• Reporting regularly as required to all interested parties within BG on the status of the Deep Sea Vessel Quality Assurance section of the Maritime Function.
• Insuring BG Controlled shipping complies with all applicable BG, regulatory, safety and environmental standards.
• Assess the suitability of ship handling and training simulations as requested and make recommendations for improvement.
• Maintaining the Ship Vetting database up to date to enable early decisions on the acceptability of carriers proposed for BG business.
• Ensuring that all controlled BG standards, policies and procedures are compiled understood, updated and followed, where applicable to Maritime Quality Assurance.
• Promoting a positive safety culture by active participation in development, implementation and enforcement of safety procedures to ensure high safety standards.
• Awareness of the relevant GS business management system (BMS) requirements which pertain to this job description.
• Awareness of the quality policy, quality system and the quality objectives of the Maritime Function.
• Support the incident management process of Global Shipping with ship Managers, Owners and Terminals to ensure that an effective response can be available for any Marine related incident and assist with updating BG Emergency Response Plans from lessons learned from drills or the management of actual incidents.

Unique Knowledge, Skills, Experience and Attribute
Experience Needed:
• Class One Certificate (license), Deck or Engine, as minimum, with significant experience of LNG/LPG carrier or oil tanker operations, or equivalent.
• STCW 95 compliant Dangerous Cargo Endorsement (Oil or LG)
• Marine experience. Should have sailed at sea, preferably with chief officer or second engineer experience on a crude or LNG carrier, or equivalent. In addition, LNG or oil marine terminal operating experience will be an advantage.
• Development of a port specific training program and assessment of pilot skills & proficiency.
• An understanding of harbour tug operations and assessment of capabilities.

Specialist Knowledge/Languages:
 
The Deep Sea Quality Assurance Superintendent should have knowledge of the following:
• A good understanding of the principles of Quality Systems and Quality Management.
• Demonstrated skills and experience of a Lead Quality systems auditor.
• Ship and terminal terminology
• SIRE, VPQ reports
• Port Clearance processes
• BG marine related standards and guidelines and GS BMS processes and procedures related to marine assurance
• OCIMF and SIGGTO industry best practices
• SOLAS and IMO regulations
• LNG, LPG, Oil and refined product ship and terminal operations
• Shipnet marine database management software is a plus
