CHIEF OF PARTY, INTERNATIONAL LAND TENURE AND PROPERTY RIGHTS EVALUATION, RESEARCH AND COMMUNICATIONS
Cloudburst Group seeks a chief of party (COP) for an anticipated five-year, global, USAID-funded Evaluation, Research and Communications (ERC) project under the Strengthening Tenure and Resource Rights (STARR) contract. The STARR IQC is designed to address resource tenure issues in support of key USAID strategic objectives, including but not limited to, enhanced food security; climate change adaptation and mitigation; conflict prevention and mitigation; economic growth; biodiversity conservation, natural resource management; gender and health. The ERC task order will assist the USAID Land Tenure and Property Rights (LTPR) Division to: evaluate ongoing and future projects; conduct applied research links between LTPR and key USAID strategic areas including food security, climate change, and health; and facilitating outreach and dissemination of the knowledge, best practices and lessons learned produced by evaluation, research and experience from this project, other ongoing projects and future LTPR Division supported activities. The COP provides leadership, management, and strategic direction for the entire ERC team. This position is responsible for guiding project staff and for ensuring the responsiveness and quality of work along with efficient use of resources and achievement of results. The COP has the final authority within the project team for decisions related to technical, management, and resource allocation and personnel issues. The COP will be accountable for the successful implementation of all aspects of the project. In carrying out these responsibilities the COP works in partnership with USAID Land Tenure and Property Right Division (LTPRD), USAID Mission partners and national and local government agencies and officials, local national and community level organizations and other partners, and project staff. Responsibilities: Provide strategic direction and technical leadership to produce project results and deliverables, and overall management of the operational, financial, and administrative aspects of the project. Serve as the project's primary liaison with USAID, government counterparts, academic institutions and local partners; collaboratively create and implement a strategic, long- term programmatic vision. Select, provide technical and administrative direction and guidance, place and support all technical experts carrying out technical requirements. Work with LTPRD and project staff, subcontractors and partners to translate project goals and objectives into implementable strategies and plans. Develop management systems in line with Cloudburst Group standard operating procedures consistent with the needs of the project. Develop and oversee an annual project cycle, work planning, implementation, monitoring and reporting in accordance with the USAID annual planning cycle. Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal control. Supervise the work and assess the performance of all long term and short term advisors, consultants and staff. Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities. Manage and supervise the work of all long term and short term advisors and subcontractors, in compliance with USAID rules and regulations. Oversee project work planning, performance management, and strategic communications. Link directly with and build upon bilateral and multilateral regional projects which complement project goals. QUALIFICATIONS: Advanced degree related to land tenure, natural resource management, land and resource governance, agricultural, or other closely related field. Minimum 10 years of relevant international experience. International experience is defined as devoting the majority of the candidate's primary work time to international activities working in developing countries. Minimum 5 years of experience managing and implementing complex USAID-funded projects and working collaboratively with a broad range of government officials, international donors, and private sector stakeholders. Experience developing project vision, aligning key stakeholders around that vision, and assuring that the vision is translated into implementable strategies. Demonstrated competence in leadership, client relations, and project and contract management. Ability to work and travel internationally to oversee program implementation and provide technical expertise. Strong written and oral communications skills. Fluency in English required.
