INTERNATIONAL OPERATIONS MANAGER WASHINGTON, DC

Cloudburst Consulting Group seeks an International Operations Manager who will provide home office technical and administrative support to donor-funded, US and international technical assistance contracts. The initial program portfolio includes the USAID Strengthening Tenure and Resource Rights (STARR) Indefinite Quantity Contract (IQC) and other USAID contracts including but not limited to technical areas such as: enhanced food security, climate change adaptation and mitigation, conflict prevention and mitigation, economic growth, biodiversity conservation, natural resource management, gender and health. The International Program Manager will also support business development and contract implementation for other USAID, MCC or Dept. of State projects. Responsibilities include: Serve as pivotal member of the home-office project management team for one or more complex projects. Coordinate and provide operational and logistical support for domestic and international long and short-term assignments, including recruitment, procurement, approvals, travel, and timely submission of high quality, contract compliant deliverables and progress reports. Ensure contract compliance in accordance with client requirements. Maintain effective ongoing communications and consultation with clients, project teams and home office units. Provide administrative, logistic and management direction and guidance to staff carrying out technical requirements. Liaise with home-office support departments on contract-related finance, budgets, client contracts, subcontracting, procurement, accounting, personnel, publications, and travel. Serve on proposal teams in various capacities and assist in developing a clear understanding of and solution for contract terms, proposed plans and strategies, budgets, and staffing needs. QUALIFICATIONS: Master's degree in international development, government, natural resources management, agriculture or a related field preferred. A Bachelor's degree with four years relevant experience is acceptable. Minimum of five years of work experience with at least three years' prior project management experience. Experience in operations and management of USAID contracts is required. Experience working in a fast-paced environment while maintaining a high level of attention to detail. Excellent English writing and verbal communication skills; ability to convey information in a clear and concise manner. Demonstrated leadership, team work, interpersonal skills, versatility, and integrity are essential. International travel is required.
