COST PROPOSAL SPECIALIST WASHINGTON, DC

AMIDEAST, a leading American non-profit organization engaged in international education, training and development activities in the Middle East and North Africa, has an exciting opportunity for a Cost Proposal Specialist, in its Washington, DC office. The Cost Proposal Specialist will be an integral member of the business development team and will lead all aspects of cost proposal development and submission, including developing pricing strategies, participating in meetings related to program design; drafting budget notes; preparing all necessary forms, representations, certifications, and other required cost data. Reporting to the Vice President for Business Development, the incumbent will be comfortable developing cost proposals for both USG and commercial clients, collaborating with senior staff, and self- managing his or her daily work flow. Responsibilities will include but may not be limited to the following: Review solicitation requirements and advise the proposal team and field offices on the interpretation of specific costing requirements. Propose pricing strategies. Refine/ develop standardized cost proposal templates appropriate to client specifications. Prepare proposal budgets in collaboration with proposal teams. Write cost notes. Review proposal budgets for accuracy and adherence to internal and donor requirements. Ensure headquarters, regional and country support costs are appropriately represented within each budget submission. Manage the coordination of the cost proposal requirements with external teaming partners given either a sub or prime relationship in response to an RFA/RFP, if issued. Ensure completion and accuracy of cost and certification related proposal forms for client submission. Manage the budget approvals process for field office budgets, including information checks, etc. Deliver formalized trainings to AMIDEAST employees in budget preparation, modification, and analysis in the US and overseas offices. Develop and/or review budget and budget note templates and update existing templates as needed. Respond to periodic requests for assistance from individual program staff, after winning a bid, coordinate budget information with Finance for grant management purposes. Other duties and responsibilities as needed/ assigned. QUALIFICATIONS: Like your peers competing for this challenging opportunity, you will have a Bachelor's degree in a relevant quantitative discipline with 5+ years of experience in budget/ spreadsheet design; and developing costs proposals with USAID, Department of State and other international clients. Knowledge of Deltek and an interest in the Middle East and North Africa are preferred. Must have a demonstrable track record managing multiple short turn-around budgets, often without the benefit of an RFP/RFA, in a self-directed work environment. Experience in drafting cost notes and advanced knowledge of Excel are required. Salary will commensurate with experience.
