CONSULTING OPPORTUNITIES IN LAND TENURE AND PROPERTY RIGHTS

Cloudburst Consulting Group seeks multiple technical advisors for short-term opportunities for our recently awarded USAID Strengthening Tenure and Resource Rights (STARR) contract. The up to $700 million, 8-year STARR IQC is designed to address land and resource tenure issues in support of key USAID strategic objectives, including but not limited to, enhanced food security; climate change adaptation and mitigation; conflict prevention and mitigation; economic growth; biodiversity conservation, natural resource management; gender and health. Under this award the Cloudburst Group will compete with a small group of pre-qualified firms for Task Orders issued by USAID Washington offices and missions around the world. Advisors are sought with technical skills and experience in subjects including: Land administration; Land tenure and property rights; Institution building; Customary land and resource rights and tenure systems; Land policy, law and legislation; Land conflict resolution; Post-conflict/ post-disaster land rights resolution; Land use and environmental planning; Land and resource management and governance; Climate change adaptation; Agriculture and food security; Economic analysis of agriculture and other land use; Gender analysis, design and program implementation; Knowledge management, communications and media. With the broad context of land tenure and resource rights and governance short-term technical advisors will: Produce land and resource tenure situation assessments; Design and implementation of research; Design and conduct monitoring and evaluation activities; Design and provide technical training; Implement long-term land tenure projects; Dissemination of key messages and research; Managing data and project documentation; Performing environmental analysis; Building capacity of local land administration units; Developing local land information systems. QUALIFICATIONS: Master's degree or higher in related fields preferred. Bachelor degree plus four years of relevant experience may be accepted. JD or LLM, PhD required for certain consultancies. Five years relevant work experience for mid- level consultants, seven or more for senior level consultants. Experience in long or short-term work in developing countries. Experience implementing USAID activities preferred. Excellent written oral and written communication skills. Commitment to programs that serve underserved socially and economically disadvantaged persons abroad. Fluency in English required, other language proficiencies desirable.
