The Government of Timor-Leste seeks a Corporate Services Adviser to develop and mentor the new telecommunications regulator, the Autoridade Nacional de Communicações (ANC)
With a new Decree-law on telecommunications and two new operators the Government of Timor-Leste, supported by AusAID and the World Bank, seeks an adviser to develop and support the new regulator, the ANC. This ‘hands on’ role will help establish the new regulator, equipping it with efficient administrative systems, tools and procedures so that it can effectively carry out its statutory functions.
The Corporate Services Adviser will be part of a team of advisers. He or she will mentor the new ANC Board and develop the ANC’s human resource capacity through skills transfer to the ANC’s local staff.
REQUIRED EXPERIENCE AND QUALIFICATIONS
The Corporate Services Adviser will be expected to have:
- a suitable tertiary qualification in business or public administration;
- prior senior corporate services management experience, ideally in a regulatory body;
- demonstrated experience in developing administrative policies, systems and procedures in financial, staff, property and assets management, preparing budgets, annual reports and work plans, and human capacity development;
- mentoring skills to develop ANC corporate administration practices; and
- excellent writing and speaking skills in English and, ideally, Portuguese.
REQUIRED CHARACTER ATTRIBUTES
The Corporate Services Adviser will be expected to have:
- proven ability to lead, coach and develop a team;
- demonstrated corporate services management & leadership competencies, ethical judgment, advanced communications skills, strong self-motivation & initiative; and
- ability to contribute culturally & professionally to a new organisation in a developing nation.
