Project Description:IFES is an international, nonprofit organization that provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 135 countries.
IFES is implementing the “Elections Assistance 2012 – 2013 Honduras” project funded by the U.S. Agency for International Development. The main objective of the project is to strengthen the capacity of the TSE to effectively administer elections, particularly for the 2012-2013 elections cycle. Within the framework of this initiative, IFES will work closely with the Honduran Supreme Electoral Tribunal (TSE) to strengthen capacity to promote greater gender participation in the electoral process. To that end, IFES will procure the services of Gender Advisor to undertake an in-depth analysis of the current political, financial, cultural, and legal issues that impact women’s ability to participate in the electoral process.
Job Responsibilities:•Serve as team lead for the in-depth gender analysis in Honduras.
•Working in consultation with IFES’ Senior Gender Specialist, develop a methodology to conduct an in-depth gender analysis in Honduras.
•Work closely, and in coordination, with NDI’s Gender Advisor who will also be contributing to the overall Gender Analysis.
•Develop data collection instruments such as interview questionnaires, focus group guides, etc. for the in depth analysis.
•Conduct interviews with TSE staff, key civil society members, political parties’ representatives, women’s organization representatives and other relevant stakeholders.
•Provide technical advice and practical recommendation to project staff and TSE staff on good and innovative practices to remove barriers and mainstream political participation of women in Honduras.
•Develop the in-depth gender analysis report.
Qualifications:•Advanced degree in political science, law, international relations political science, public policy or gender studies.
•Demonstrated knowledge of women’s rights issues and election processes and program and strategy desing to promote gender equality.
•At least 5 years of progressive professional experience in the work of gender equality and women’s political participation in Latin America and Caribbean and/or around the world.
•Extensive field-based experience
•Expert analytical, communications, and writing skills.
•Strong skills in written and oral communications in English and Spanish, preferred;
•Excellent interpersonal skills and cultural sensitivity to effectively interact people from different cultures, important.
